Mr. Clarence Krepps
City Manager
Kalispell City Hall
Kalispell MT 59901
Dear Mr. Krepps:
Please accept this letter as my application to serve on the City/County Planning
Board as a representative of the city of Kalispell.
I am a native of Kalispell, and have been a resident continuously for more that 22
years. I own a business, Account Services, located in the City. My husband is an
attorney with a Kalispell practice. In the past, I have served as a founding
member of what is now the Violence Free Crisis Line, and have volunteered as a
fund raiser for organizations such as the Diabetes Association, the Heart Fund,
and the American Cancer Society. In the recent election, I was a candidate for
City Council, Ward 3.
My business --a bookkeeping and administrative assistance service --requires me
to be aware of certain aspects of Planning, in both the City and Flathead County
(as well as other locations outside our area), in that several of my clients are
involved in construction and the building trades. I believe that zoning and
planning are and should be of the greatest concern to the citizens of Kalispell,
especially in light of the growth in recent years. I would consider it an honor and
a privilege to serve as a Board member for the City of Kalispell.
Thank you for considering my application. If you have any questions, please do
not hesitate to phone me at home (257-1753) or at my office (755-3128).
Sincerely,
Sydnee S. Hill

RE: Appointment to Kalispell City/County Planning Board and Zoning Commission
Dear Mayor and Council
Please accept this letter as a request to be appointed to the above referenced Board.
While the Board does not make final decisions on projects it acts as a sounding board for
the public where upon the Board makes recommendations for a course of action.
.Planning regulations should be written, interpreted, and enforced to allow a person of
average intelligence to understand what is happening.
I have been in the field of planning since I979, starting out with the planning department
of Maricopa County, Arizona, working there until 1987. 1 then moved to Lancaster,
California in 1989 working for the City's planning office until 1992; moving to the
Flathead in 1993 to work with the Flathead Regional Development Office until my
termination in June 1997. Those positions respectively include: Draftsman, Planning
Aide, Planner I, Assistant Planner, and Senior Planner. 1 am currently a land use
consultant providing recommendations on courses of action to the public regarding
planning issues. If you desire to review a copy of my resume I would be more than happy
to furnish you with one_ It outlines in greater detail the time frames of the various
positions I have held and the responsibilities of those positions. Through these positions
and education I have learned that the power of planning and its enforcement tools needs
to be closely monitored by those ultimately responsible for it. I would be honored to
assist the City in these matters.
If you desire to discuss any matter with me my address and telephone number is listed
below.
Sincerely Yours;

Re: Conrad Mansion Board of Directors
Dear Doug:
DEC 15
On January 1, 1998, my current term on the Conrad Mansion
Board of Directors will expire unless I am re -appointed by the
City of Kalispell. As you may know, I have been one of the
original directors and the original president since the
corporation was formed in 1974.
Please be advised that I do believe that I can be of
service to the board for another four year term and would like
to be re -appointed to that term beginning January 1, 1998.
Thank you and the City Council for your kind
consideration of this request.
Respectfully submitted,
Louis A. Bibler
