On Dec 26, 1997, we completed the sale and concurrent transaction of the 5.25 acres to
Ward IV
Rosauers, Inc. This completes this offering for the Daley Field property. We received a total
M. Duane Larson
f $744,234.00 and have this invested until such time it will be need for the ballfield complex.
ward IV
This together with the Haven Field transaction assures us of the City's $1 million commitment
for the improvements at the ballfield complex.
In the near future, the staff will be requesting further approval to re -offer (approximately 10
acres in two parcels) the remainder of Daley Field property.
On Dec 1901 1997, we received $259,815.02 from the Kalispell Center Mall. This is the full
pay off of our loan and funding that was involved in this project. We will still receive one
payment for this year's profit sharing. We do not know at this time what that amount may be.
We have invested these funds at this time to assure a short term and long term return. The
income from this agreement has funded several programs. We are in the process of determining
what will be the long term use for these funds. To maintain some of the income for ongoing
programs will be one challenge. The additional challenge will be to determine what type of use
will be legal for these funds since they are UDAG funds and must by federal law be utilized only
for the benefit of low to moderate income residents. The City of Kalispell apparently no longer
qualifies as a low to moderate income city. If this is correct we will have to "target" certain
areas or neighborhoods that will qualify under federal guidelines and than determine what type
of project/program we can use for the benefit of that area. We will continue to research this and
will bring the results to you for your consideration.

basketball. Also, a new program started for 3-6 year olds
titled "Start Smart". It is the basic fundamentals of
catching, batting, throwing, and kicking. The majority of
youth for the first time involved in sports do not have the
basic skills to participate. These are great learning
programs.
Recreating Seniors enjoyed a wonderful fall season of hiking and
soaking in the brilliant fall colors. Their Halloween Party
was a great success with many different costumes appearing on
the scene. Their Christmas Party was held at Loon's Echo
Resort, there was a large turn -out. The senior population
enjoyed bird watching, beautiful fall walks, and cross-country
skiing.
