Board AppointmentsAgenda -January 20, 1998 AGENDA ITEM 3 - BOARD APPOINTMENTS PLANNING BOARD -COUNCIL POSITION -REPLACE PAM KENNEDY CITIZEN MEMBER -CITY -REPLACE MIKE CONKER Planning Board -Council Position: This is a Council decision and therefore inappropriate for the Manager to make a recommendation. Planning Board -Citizen Member: This is a recommendation by the Mayor with confirmation by the Council. Kalispell Development Corporation: It has been customary for the Mayor and one Council Member, as selected by the Council, to attend the monthly board meeting for the KDC. These meetings are always held the first Tuesday of each month, 7:00 A.M. at Cavanaugh's. Former Mayor Rauthe and Council Member Kennedy have represented the City over the past several years. Council Member Haarr has been a member of the KDC Executive Board for many years -even before he was elected to the City Council. However, he has not been attending meetings for at least 17 months. We need to determine which Council Member will be our representative to KDC and to make certain that the Mayor can also attend these meetings. I am 42 years old and I have been a resident of the county for 35 of those years. My great grandfather homesteaded in the west valley area in the late 1800s. I started my own design -drafting business, Contract Design Drafting, 7 years ago. My business is primarily home design but I do some commercial work as a subcontractor to an Architect or an Engineer. This exposes me to a variety of land/ building use considerations. I will not come to the board having all the answers. I would listen, learn and come to a decision based on what is best for the city - county as well as the applicant. I am a native of Kalispell, and have been a resident continuously for more that 22 years. I own a business, Account Services, located in the City. My husband is an attorney with a Kalispell practice. In the past, I have served as a founding member of what is now the Violence Free Crisis Line, and have volunteered as a fund raiser for organizations such as the Diabetes Association, the Heart Fund, and the American Cancer Society. in the recent election, I was a candidate for City Council, Ward 3. My business —a bookkeeping and administrative assistance service —requires me to be aware of certain aspects of Planning, in both the City and Flathead County (as well as other locations outside our area), in that several of my clients are involved in construction and the building trades. I believe that zoning and planning are and should be of the greatest concern to the citizens of Kalispell, especially in light of the growth in recent years. While the Board does not make final decisions on projects it acts as a sounding board for the public where upon the Board makes recommendations fbr a course of action. Planning regulations should be written, interpreted, and enforced to allow a person of average intelligence to understand what is happening. I have been in the field of planning since 1979, starting out with the planning departax= of Maricopa County, Arizona, working there until 1987. 1 then moved to Lancaster, 4. California in 1989 working for the CiWs planning office until 1992; moving to the r Flathead in 1993 to work with the Flathead Regional Development Office until my t termination in June 1997. Those positions respectively include: Draftsman, Planning Aide, Planner 1, Assistant Planner, and Senior Planner. 1 am currently a land use consultant providing recommendations on courses of action to the public regarding planning issues. It outlines in greater detail the time frames of the various positions I have held and the responsibilities of those positions. Through these positions and education i have learned that the power of planning and its enforcement tools needs to be closely monitored by those ultimately responsible for it.
