CDBG Public Facilities Grant RequestCity of Kalispell OFFICE OF THE CITY MANAGER R TO: Mayor Fisher and Kalispell City Council FROM: Doug Russell, City Manage MEETING DATE: February 25, 2013 t SUBJECT: CDBG Public Facilities There has been considerable attention recently directed toward the Montana Department of Commerce's Community Development Block Grant Public Facilities grant program, which is designed to support, amongst other items, "Facilities designed for use predominantly by persons of low and moderate income such as nursing homes, senior centers, Head Start centers, or mental health centers." A municipality may submit a grant application on behalf of another agency, similar to the process used for the Economic Development program and the Flathead Valley Community College grant request. At the annual needs assessment public hearing, our Community Development department heard from two agencies intending to come forward with potential projects. Both of those agencies submitted requests for the City to submit a grant application on their behalf. As there were initially the two agencies, we requested further information from both regarding their request so Council can have a discussion related to the requests and assess the merits of each request in relation to the grant program. The requested information includes items that would be part of their grant application to the Montana Department of Commerce: 1) funding strategy outside of the grant program, 2) preliminary architectural report for the proposed project, 3) site control and ownership status of the proposed property, and 4) number of clients to be served and the percentage that are considered low to moderate income. Since that request, the Gateway Community Center has withdrawn its request, placing their support behind the other applicant. Attached to this memo is the request from Flathead County for an Agency on Aging facility. At the work session we can review the program and the specific request, even though we are now considering only the one program. Grant funds will be utilized toward construction of a new Agency on Aging (AOA) facility to serve the needs of senior citizens throughout Flathead County. The facility is proposed to be constructed on county owned property that is located in Kalispell city limits. Grant funds will help defray overall construction costs, keeping the project affordable and realistic to complete. The need for relocation and expansion of the AOA facility has been identified in community focus meetings for the last ten years. Most recently, it was acknowledged as a project that meets a significant community need impacting low and moderate income seniors throughout Kalispell and the Flathead Valley during the joint Community Needs Assessment Hearing held at the City Council Chambers in December of 2012. Flathead County Commissioners and AOA would like to request that the Kalispell City Council consider hosting a second public hearing in March 2013 that is specifically focused on discussing the details of the proposed AOA project. This hearing will give community decision makers, citizens and potential beneficiaries of the project adequate opportunity to evaluate community impacts and benefits or concerns related to the facility. Based on information received at this hearing, the Council would determine their willingness to host an application on behalf of Flathead County AOA. If a favorable decision is reached by the Council, application documents will be developed and submitted to CDBG in April or May of 2013. Flathead County staff will take on primary responsibility for the development of the application, incorporating collaborative input and final review edits provided by City of Kalispell staff.
