Submission of a Community Development Block Grant Economic
Development (CDBG-ED) application on behalf of Flathead Valley
Community College
Meeting Date: February 19, 2013
Background: Flathead Valley Community College approached the City requesting submission
of a grant application to the CDBG - ED Program for workforce development and training for
the purpose of expanding the existing heavy equipment operator licensing program. The College
is requesting up to $350,000 to purchase additional heavy equipment for practical training.
FVCC will use the funds to acquire heavy equipment including: Caterpillar M Series 140 Grader,
DC Class bulldozer, Cat 615-Size scraper, mid -size loader, 200 Class Excavator, 304 Class
Excavator and a Sheep's Foot Kit for a 536 roller.
If funded this CDBG-ED application will provide FVCC the opportunity to expand its heavy
equipment operators training program. Students that have completed FVCC's heavy equipment
operators program in the last two years have had a roughly 80% placement rate in related
occupations. Bureau of Labor Statistics data suggests that the need for workers in these
occupations is expected to continue to grow. Anecdotal data in northwest Montana also suggests
that the workforce demand in the eastern Montana and North Dakota oil fields continues to
provide significant opportunities for graduates as well. The average hourly wage for these
occupations is $18.97 or almost 87% of the county median household income on an annual basis.
FVCC's occupational trades programs tend to attract a high percentage of low to moderate
income students. It is anticipated that this project will attract 80 students overall including at
least 48 low to moderate income individuals. Flathead Valley Community College will provide
matching funds from the college's reserves as required by the grant.
Recommendation: Staff recommends City Council approve the Resolution of Intent for a
public hearing and the authorization for Community and Economic Development Department
staff to submit an Economic Development Community Development Block Grant workforce
development and training grant application and authorize the Mayor to sign a Certificate of
Compliance.
Fiscal Impact: The City will receive an administrative fee of up to $7,000 to cover the
administrative expenditures and $2,000 for audit fees. It is the opinion of staff that this fee will
adequately fund the City for its time and expenses for this grant.
Alternatives: As suggested by Council.

RESOLUTION NO. 5608
A RESOLUTION OF INTENT TO AUTHORIZE SUBMISSION OF A GRANT
APPLICATION TO THE MONTANA CDBG ECONOMIC DEVELOPMENT
WORKFORCE TRAINING PROGRAM AND SETTING A DATE FOR A PUBLIC
HEARING.
WHEREAS, the City of Kalispell has the opportunity to apply to the Montana Department of
Commerce for a Community Development Block Grant (CDBG) to assist Flathead
Valley Community College for the purpose of expanding the existing heavy
equipment operator licensing program.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That the City of Kalispell shall agree to conform to the regulations, statutes,
terms and conditions for the application to the Montana CDBG Economic
Development Workforce Training Program in the event the grant is approved.
SECTION II. A public hearing is hereby scheduled for March 4, 2013 at 7:00 p.m. in the
City Council Chambers at City Hall, Kalispell, Montana for the purpose of
taking public comment on the application.
