SUBJECT: WWTP Solids De -watering Project -Engineer of Record Selection
MEETING: February 19, 2013
BACKGROUND: The current De -watering system at the Kalispell WWTP includes two
Enviroquip 2 meter belt filter presses (BFP). The current BFP's were installed in 1992 and have
long outlived their 10 year life span. Costly repairs and continued down time are affecting plant
operations, prompting the need for replacement.
The City has scheduled and budgeted an estimated cost of $560,000, for a new screw press to
replace one of the existing belt filter presses in the de -watering system at the WWTP. The
project involves the performance analysis, selection, and design for the installation of a new
screw press; removal of one belt filter press; installation of a new screw press in coordination
with the existing de -watering system; and updating and installing programming for the control
system.
STAFF RECOMMENDATION: Four engineering firms were shortlisted from the prequalified
professional engineering service list for Wastewater Treatment. The firms were asked to respond
to a set of qualification questions in direct relationship to the project. The selection committee,
composed of five City staff members, reviewed the received responses and selected HDR
Engineering Inc, as the most qualified firm based on several technical and performance criteria.
ACTION REQUESTED: Motion to select HDR Engineering, Inc. as the Engineer of Record
for the WWTP Solids De -watering Project.
FISCAL EFFECTS: The project will be funded by the Wastewater Treatment -Replacement
Fund. The current FY12/13 budget for this project is $560,000.
