RE: Board appointments
Dear -4ayor Boharski:
I have been advised by the 'Flathead County
Clerk and lRecorder thatmy seat on the 'Flathead County Taid
Waste Board will expire on January 1, 2000. So,
you will have to appoint another councilman to replace me..
I suggest Councilma n Ron Vanyatta, he has the type of back-
ground that would fit well on that board® But whoever you
appoint I will be -lad to turn over to him my files
accumulated duringmytenure on the Board. it is an inter-
esting assignment.
At the same time I would like you to consider
appointing me to the vacancy on the City s -oli3e Commission.
I feel that with My background in law en-fordemtnt 1 could
very adequately serve in that capacity. "My credentials are:
(1) After my graduation from the School of +4aw of C':'Xonzaga
University in 1941 1 joined the, Federal
Federal Bureau of investigation
as a Special A gent. I served in that capacity for twenty
seven Years; almost twenty of those years was as a Resident
Agent out of the Butte office in Kalispell. During the period
from 1947 to 1968 1 was a qualified police instructor
in general and legal sugjAects and as a firearms instructor., I
was ev4ryactive in the formation of the 'aw 'Tnforaement
Academies in both luontana and ldahoand taught regularly
in both those schools regularly until my retirement in 1968.
(2) -Following my retirement from the !FBI I entefed private
law practice in Kalispell with -Forrest Rockwood and "4arshall
LT. u-r r a y Shortly thereafter I was appointed the City
for -n-alispell by the late 'llayor La rry 3.jorneby and served
the city as a part-time City Attorney w1ile also carrying on my
private law practice® In 1977 when the duties of the City
Attorney had expanded I quit my private law practice and was
itallspell's first full-time City Attorney.. I served in
that capacity until January 1, 1982 when -L resigned upon
the election of 111a:.,,or LeRoy McDowell. Shortly thereafter justice
of peace llnrary Reidell died and I filled out the remaining
nine months of her term as 14ustiae of the :peace for -,,lathead
County® I did not runfor election®
M
(3) Following
my short term as Justice of Peace I did not
wish to resume my private la w practice out did occasionally
act as a n aruitrator or mediator for local attorneys.
(4) 1 have been a resident of 11-alispell for over fifty years
and have been active in many local activies and projects.
I am a past president of the kalispell Rotary Club, out no
longer am a memberof notary®.
(b) I was elected to the -"alispell City Council from Q✓71!ard #2
in 1995 and have served four years in that capacity. You
have o,een able to observe my service for the past two
years.
I feel that my long and -,.,aried experience in lww
enforcement makes me particularly qualified to serve on the
Kalispell loli,-.e Commission.. You will recall that it is
directly ',-,he result of my "nagging" that the lolice
Commission has again become active and is serving its proper
duties after many years of neglect by the prior city
achministration.

RE: Kalispell Police Commission
Dear Mayor Boharski:

---------------------
I would very much like to be considered for the position that has become vacant on the Kalispell
Police Commission. I understand that this is a voluntary, non -paid position. Please consider the
following in making your choice:
I was a police officer for the City of Kalispell for twenty years and retired in 1987. I am a life-long
resident of the city of Kalispell and still reside at 82 Grandview Drive. During my time with the
police department I became quite familiar with the responsibilities and duties of the commission.
During my time on the department, and since my retirement, I have been a polygraph examiner.
Although polygraph is no longer used for pre -employment, my thousands of interviews have given
me an ability to make informed decisions on hiring and other matters. Since I have my own business,
I am able to schedule my appointments and would be able to serve when called upon.
Thank youXvery much for your consideration. I can be reached at the above number or at my home
number, 752-4490 should you have any questions.
Sincerely yours,
DICK STOTTS

Mayor Boharski
Kalispell,MT.
Dear Mayor,
I have heard of the opportunity to serve the city as a member of the citizen
police commity. I would like this correspondence to serve as my letter of
interest/application.
As a resident of Kalispell, I am interested in how our law enforcement works
with us. I have had the chance to work with the QRU/SWAT team several
times by acting as a bad guy. This has helped me understand the stress
they deal with on a minimal level. Also, I will be running again for the
position of Justice of the Peace for Flathead County.
I would greatly appreciate the opportunity to serve the city in this capacity.
Sincerely,
Joseph A Watts
