Kukulski, City Manager Police Commission Appointment MEETING DATE: December 6, 1999 BACKGROUND: Ron Peterson has resigned from the Police Commission and applications for the vacancy were solicited. To be eligible for the seat, the appointee must reside within the Kalispell City limits. Seven persons, all of whom qualify, submitted applications. The applications are attached and the Mayor will make his recommendation to the Council at Monday night's meeting. RECOMMENDATION: The City Council appoint one of the seven candidates. I have been living in Kalispell for the past 20 years. Throughout this time I have worked as a Certified Medical Assistant. Currently I am working for an OB/GYN physician. I am married and have one child, a daughter. I am interested in serving on this board as I feel protection of our children depends on the combined efforts between the community and the Kalispell Police Department. I would like to contribute to the community in this way. I will welcome the opportunity to serve as a member on this committee. So, you will have to appoint another councilman to replace me.. I suggest Councilma n Ron Vanyatta, he has the type of back- ground that would fit well on that board® But whoever you appoint I will be -lad to turn over to him my files accumulated duringmytenure on the Board. it is an inter- esting assignment. "My credentials are: (1) After my graduation from the School of +4aw of C':'Xonzaga University in 1941 1 joined the, Federal Federal Bureau of investigation as a Special A gent. I served in that capacity for twenty seven Years; almost twenty of those years was as a Resident Agent out of the Butte office in Kalispell. During the period from 1947 to 1968 1 was a qualified police instructor in general and legal sugjAects and as a firearms instructor., I was ev4ryactive in the formation of the 'aw 'Tnforaement Academies in both luontana and ldahoand taught regularly in both those schools regularly until my retirement in 1968. (2) -Following my retirement from the !FBI I entefed private law practice in Kalispell with -Forrest Rockwood and "4arshall LT. u-r r a y Shortly thereafter I was appointed the City for -n-alispell by the late 'llayor La rry 3.jorneby and served the city as a part-time City Attorney w1ile also carrying on my private law practice® In 1977 when the duties of the City Attorney had expanded I quit my private law practice and was itallspell's first full-time City Attorney.. These courses are Criminal Proceedure, Courts Seminar, Corrections, Intro to Criminal Justice, Juvanile Delenquency, Criminology, Interpersonals Relations , Psychology and more that do not pertain to Criminal Justice. During my time with the police department I became quite familiar with the responsibilities and duties of the commission. During my time on the department, and since my retirement, I have been a polygraph examiner. Although polygraph is no longer used for pre -employment, my thousands of interviews have given me an ability to make informed decisions on hiring and other matters. Dear Mayor, I have heard of the opportunity to serve the city as a member of the citizen police commity. I would like this correspondence to serve as my letter of interest/application. As a resident of Kalispell, I am interested in how our law enforcement works with us. I have had the chance to work with the QRU/SWAT team several times by acting as a bad guy. This has helped me understand the stress they deal with on a minimal level. Also, I will be running again for the position of Justice of the Peace for Flathead County.
