Parks & Recreation Highlights:
Final Walk -Through for Phase III of D.R.E.A.M.
Woodland Park;
• Put up Christmas Village at Depot Park;
• Install new flower beds at Lawrence Park;

Trail,
1. Woodland Park DREAM Phase III completed. A final punch list
is completed. The new path is well received by joggers,
walkers, other Woodland park visitors
2. Design for Phase II North Main/Lawrence Park approved by MDT,
Bridge Design underway. Environmental review continuing.
(relocated site for river crossing). River easement
proceeding.
3. Meridian Road Walkway - trees are planted and construction
is completed. Project is finalized.
4. Meridian Trail Connector/Highway 93 to KYAC Trail, approved
by MDT. Consultant recommended, awaiting approval. DBE is
set at 0%.
Youth Athletic Complex: Resurface the in -fields, built irrigation
pipe racks, plant sod plugs in fields; finish batter box and jock
boxes.
Begg Park Master Plan: Completed for Fiscal Year 1999. Irrigation
estimates completed.
Lawrence Park: Irrigation project completed for remainder of high
use area. Planted eight replacement trees.
Thompson & Peterson Fields: Ready for new bleachers.

Maintenance Tasks:
• place curb blocks at Woodland Park; fix electricity at Depot
Park; clean Eagle parking lot; daily rest room and pavilion
cleaning and garbage removal.
Seasonal Maintenance:
• shut down irrigation at Hawthorn, Archie Roe, Lawrence, KYAC,
Washington; Green briar, Lions, Airport Soccer, Woodland,
Sewer, Ponderosa, Begg; Northridge, Hockaday;
• haul paper to Pacific Recycling for the seasonal paper drive;
• vacuum leaves at Woodland Park, Depot Park, Thompson,
Heritage, Northridge,;
• plug aerate Woodland Park, Depot Park, Airport Soccer fields;
• Resurface the in -fields at the Athletic Complex;
• do Fall cleaning at Park's Shop;

This month we were busy getting Adventures on Mondays going.
The group went out every Monday hiking and playing in the
Parks. Dance classes were full with many individuals wanting
to learn how to do the East and West Coast swing. As the
season changes, the seniors are dressing warmer and enjoying
the crisp and refreshing air of the outdoors.

Highlights of monthly activity for the operating divisions of the Public Works
Department for the month of November 1999 are as follows:
ENGINEERING DIVISION
■ Met again with representatives of Kalispell Regional Medical Center concerning their current
and future hospital development plans.
■ Continued development of RFQ/RFP for water, sewer and storm drain planning.
■ Held design meeting with Morrison Maierle for Main Street water line replacement.
■ Met with Smith's market engineer to review preliminary plans for reconstruction of their
facility.
■ Discussed with RPA the potential to delay a portion of Meridian Road project to allow for
evaluation of fairground impacts.
■ Discussed with FRDO the anticipated new project funds from MDT and set a TAC meeting
to make a project recommendation.
■ Met with engineer for Waterford development to review plan submittals.
■ Forwarded Phase I Noffsinger Spring Evaluation to MDEQ for review, and set up a
December 8th meeting with Helena staff to review the recommendation.
■ Met with engineer for KRMC to review plan details for new utility plant construction.
■ Continued to review a draft MDT/City agreement for the US 93 project.
■ Continued work on wash bay project.
■ Met with Bill Lincoln to review his conceptual plans and wastewater service needs for
property development on Conrad Drive.
■ Met with MDOT in Kalispell to discuss the Main Street water main replacement.
■ Held a pre -construction meeting with Carver Engineering for the Ashley Park, Phase III
subdivision improvements.
■ Plotted quarter section utility line worksheet books for the Water and Sewer Divisions.
Approximately eighty 24" x 28" engineering quality plots and two 57x 36" indexes.
■ Continued miscellaneous field survey shots to locate utilities missing from mapping system.
■ Responded to miscellaneous right-of-way questions.
ENGINEERING DIVISION continued..
■ Attended meeting with Flathead County computer system representative to discuss creating a
method of tracking City utility/road easements.
■ Plotted three 57" x 36" display quality orthophoto/utility line City maps for use in City Hall
conference room and delivered for framing.
■ OFFICE AND STAFF

■ Replaced starter motor on Parks' vehicle.
■ Repaired wiring and rebuilt skid on Elgin Sweeper.
■ Fabricated irrigation pipe stands for the Parks Department.
■ Replaced bearings, sprockets, chain and related parts on leaf loader.
■ Replaced u joints, replaced computer module, repaired gutter broom tilt, and repaired broken
wires on the Elgin Sweeper.
■ Repaired starter and fabricated side cover on the leaf machine.
SANITARYISTORMSEWER DIVISON
■ Continued video and jet cleaning of sewer lines Monday through Thursday.
■ Performed weekly maintenance of fifteen lift stations each Friday.
SOLID WASTE DIVISION
■ Delivered 12 containers to new customers: 12 -100 gallon, 0-400 gallon, 0-300 gallon.
■ Repaired 9 containers and responded to 8 violations.
■ Placed annual order for replacement containers
■ Continued weekly garbage service.
■ Continued weekly alley cleanup.
STREET DIVISION
■ Continued alley grading and dust control.
■ Continued leaf pickup.
■ Prepped street equipment for winter operations.
■ Repaired utility cuts at:
■ 7th Avenue between loth & 1 l th Street East
■ 8th Avenue between 2"d & 3rd Street West
WATER DIVISION
WATER PRODUCTION & STORAGE:
■ Produced 61 M gallons of water: 12 M gallons upper zone and 49 M gallons lower zone.
■ Injected 113 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine
residual of 0.30 PPM throughout the system.
■ Continued routine maintenance on all pumps, motors, chlorination equipment, grounds,
buildings, controls, testing, and record keeping.
■ Continued work on Chlorine rooms; building grates, framing interior, installed insulation,
sheet rock, plaster, and painting.
■ Flushed dead-end hydrants.
■ Worked on hydrant inventory map.
■ Conducted water quality tests.
■ Returned eleven chlorine drums to Missoula and attended a "Disinfection By -Products"
school.
WATER CONSTR UCTION AND SYSTEM REPAIR:
■ Tagged 65 delinquent accounts on the east side of Kalispell.
■ Completed 65 work orders during the month November.
■ Made water taps at the following locations:
■ 6"x4" tap at the Conrad Mansion
■ 6"x3/4" tap at 1004 7th Avenue East.
■ 6"x3/4" tap at 221 8th Avenue West.
■ 8"xI" tap at Three Mile Drive and Meridian.
■ 8"x8" tap at Sunnyview next to the Summit.
■ Excavated and replaced curb box and rod at 212 6th Avenue West.
WATER CONSTRUCTIONAND SYSTEMREPAIR continued:
■ Serviced fire hydrants and filled with oil.
■ Attended Safety meeting on November 9tn
■ Assisted the Street Department with patching cut outs.
■ Repaired eight (8) curb boxes.
■ Removed old fire hydrants at:
■ 816 1" Avenue East
■ 918 1st Avenue East
■ Lowered various curb boxes.
TRAFFIC SIGNS & SIGNALS DIVISON
■ Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions,
and Airport lighting.
■ Barricaded for windstorm damage on November Vt.
■ Reprogrammed signal controllers for State Department of Transportation.
■ Modified County flashers at West Reserve Drive and West Valley Drive.
■ Installed a temporary time -based signal program into all the downtown controllers.
■ Hooked up City cabinets for system control. Hooked up fire preemption in the three
cabinets. Will rewire fire hall boxes at City Hall.
■ Worked on the fire pre-emption wiring in the Fire Department. Changing system from 120
VAC to 24 VAC.
■ Remounted south door on the Public Works building to accommodate new lock system.
■ Tested new signal system and tested Opticom at Evergreen and Hwy 2- rewired to separate
phases.
■ Provided 53 hours of support to MDOT for sign and signal repairs in NW Montana at the
following locations: Main & 6th, Main & 4th, Main & I", Hwy 2, East Reserve, Baker & 2"a
Street, Main & Center, Idaho Street, Hwy 40, East Evergreen Drive, Conway Drive, and
Hwy 93 & Grandview Drive.
WASTEWATER TREATMENT DIVISION
■ 144 Work orders were completed during the month of November.
■ 361 Lab tests were performed during the month of November.
■ 22 Loads of sludge were hauled during November.
■ 78,246 #s of bio-solids pressed.
■ There were no discharge permit violations in October. The total flow in October was 57.6
million gallons; the average daily flow was 1.9 million gallons.
