Airport Advisory Board Appointment
MEETING DATE: November 15, 1999
BACKGROUND: Mike Larkin has vacated his seat on the Advisory Board and four people
have requested appointment. They are: Dick Brady, Richard Dews, Don Hines and Jim Robischon.
In order to qualify for the seat, the appointee must reside within the City limits. Of the four
applicants, only two fall within this requirement, Brady and Robischon. The Mayor is
recommending Brady for the seat and will ask for Council's approval.
RECOMMENDATION: The City Council appoint Dick Brady fill the vacancy on the Airport
Advisory Board.
FISCAL EFFECTS: None.
ALTERNATIVES: As suggested by Council.

I am applying for the opening on the Kalispell Airport Advisory Board. I am a
Kalispell native and have spent a lot of time at the city airport in the last thirty
years. My Kalispell airport activities include, volunteer work on airport
reconstruction, jumpmaster / instructor with the Osprey Sport Parachute Club,
commercial instrument pilot with Strand Aviation, Eagle Aviation and the
Department of Natural Resources and Conservation. I am employed by the
D.N.R.C. as a pilot based out of Kalispell City Airport. I have been supervising
the airport maintenance for the past thirteen years. I have been involved in the
construction and paving of Terry airstrip -Terry Montana. Carson Field -Marion
Montana, Glacier International Airport -Kalispell Montana, Gallatin Field -
Bozeman Montana, and Kalispell City Airport. I live two hundred yards from
Kalispell City Airport. I built my house in that location because I like the
airport.

Dear honorable Mayor,
I am submitting this letter of application for the open post within the Airport Board, as
advertised in an article in Thursday's Daily Interlake. The post is due to expire in April of
2000. My residence is at 311 Stillwater Loop, which places me in the county but outside
the city limits of Kalispell. I sincerely hope to fill the open Airport Board post, as I've
watched closely the developments with the airport study and the airport business activity
at Kalispell Municipal Airport (S27).
I am familiar with most businesses located at the airport. I received my Private Pilot
License with instruction/rental from Diamond Aire (752-5092, Bill Hewsen and Artik
Berdimurat). My current company is Angel Air, LLC, located in the General Aviation
building at Glacier Park International Airport. The business offers Aerial Photography and
Ash Scattering. This is a national business, based here in Kalispell.
I have founded, operated, and owned two other corporations as well. The first, One Up
Corporation, was a computer software and services company, based in Dallas. I built the
company from its inception through public offering, and retired after reaching $60M
public valuation and 85 employees within five (5) years. My roles as President, CEO, and
Chairman of the Board, matured my business experiences and instincts, as well as my
financial, management, and personnel expertise. I am very seasoned with all facets of
corporate function and operation.
The second, Explorer Products, Inc, was a small pet company researching and developing
off -road exploration vehicles and equipment. I moved to a ranch in Big Timber, MT, in
1995, and retired from both companies. My wife of 12 years, Jane, my two children
Wesley (7) and Allison (5), and I have lived at 311 Stillwater Loop for 18 months. I am
the President and Board Member of the Homeowners Association for Country View
Estates, and I have active relationships with area accountants, attorneys, bankers, and
businesses.

the Kalispell City Airport Advisory Board.
I own and operate businesses that are on land located within the city limits of Kalispell.
The property is adjacent to the southeast portion of the airport.
I feel my positive interest and attitude towards the airport would add to the board. Along
with other community services that I am involved with, I have a very keen interest in flying and
airplanes.

Dear Mayor Boharski:
I am herewith submitting my application for appointment to the
Airport Advisory Board.
I was born and raised in Kalispell; receiving my primary and
secondary education from St. Matthew's grade school and Flathead
County High School. After serving in the Navy in 1945 and 1946 in
the western Pacific and China; and, again, in 1950 and 1951 in
Korea, I graduated from the University of Montana in 1954 and the
University of Montana Law School in 1956.
I served as an Assistant Attorney General and as Legal Counsel
to the Montana Railroad and Public Service Commission in Helena,
before moving to Butte in 1960 where I was engaged in private
practice of law until 1986; when my wife and I decided to return to
Kalispell and begin the process of achieving retirement. Upon my
return to Kalispell, I associated with the firm of Murphy,
Robinson, Heckathorn & Phillips, P.C., on a semi -retired basis,
until my full retirement in 1996.
My interest in serving on the Airport Advisory Board arises
from my current situation as a resident and taxpayer of the city of
Kalispell with no direct or indirect connection to the private
aviation industry or activities in this area. I am only generally
aware of the issues that are currently being addressed by the
Airport Advisory Board; and, which ultimately will be resolved by
the Kalispell City Council in planning for the future of the city
airport facilities; but, I am in a position to devote the time and
energy to "get up to speed" rapidly on those issues.
I believe that my background, experience and current situation
will enable me to effectively serve on the Airport Advisory Board
and contribute to the development of the Council's decisions
concerning the future of the airport facilities.
