CONSENT AGENDA APPROVAL All items listed on the Consent Agenda will be accepted by one motion. If a Council member desires to discuss an item separately, the item can be removed from the Consent Agenda by motion. 1. Council Minutes - Regular Meeting November 1, 1999 2. Approval of Claims per Payables Register $542,989.76 3. Postpone Action on Bids to December 6, 1999 for a 27,000 lb. Weight Class Motor Grader 4. Resolution 4521 - A resolution accepting a $10,000 grant from the Montana Department of Transportation to pay for additional traffic enforcement on specific holiday dates. 2. Ordinance 1340 - 1st Reading - An ordinance revising Chapter 4, the Animals and Fowl Section of the Kalispell City Code. 3. Ordinance 1341 - 1st Reading - An ordinance revising Chapter 6, the Election Section of the Kalispell City Code. 4. Ordinance 1339 - 2nd Reading - An ordinance adopting a zone change request from William and Rebecca Sneed on approximately 1.64 acres on the southwest corner of 8th St. W. and 12th Ave. W. The Sneeds are requesting the property be changed from RA-1 (Low Density Residential Apartment) to R-4 (Two -Family Residential). S. Salvation Army Conditional Use Permit - Lt. Monte Jones, on behalf of the Salvation Army, has applied for a conditional use permit to construct a 12-unit apartment complex on the east side of Bountiful Drive. 6. Airport Advisory Board Appointment - Four people have applied to fill a vacancy on the Airport Advisory Board. 7. Resolution 4520 - A resolution approving the Preliminary Plat for Buffalo Commons Phases III, IV and V. (Tabled 11/1/99) 8. Discussion of Right of Way Encroachment on Crestline Drive (Tabled 11/1/99) E. MAYOR/COUNCIL/CITY MANAGER'S REPORTS F. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. C. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer.
