5. Ordinance 1336 - KCC - City Clerk - 2nd ReadingREPORT TO:
eu
SUBJECT:
q
Honorable Mayor and City Council
Chris A. Kukulski, City Manager
Ordinance 1336 revising the Finance Director's duties under Ordinance
1166 and creating the position of City Clerk
MEETING DATE: November 1, 1999
BACKGROUND: The City of Kalispell has had the position of City Clerk for several years, yet
the position has never been identified in the Administrative Code. The Clerk's duties were listed
under those of the Finance Director. At the last meeting, several suggestions were made concerning
both the duties of the Clerk and the Finance Director and those suggestions have now been
incorporated for the second reading of Ordinance 1336. All reference to licenses have been deleted
from the Clerk's position along with the responsibility for all property belonging to the City. The
Finance Director's duties essentially remain the same, however the preparation of financial
statements has been added. Obviously, not all of the duties of the Finance Director or the City Clerk
can or should be listed in the ordinance, but I feel the ordinance before you covers the essential
parameters of each position.
RECOMMENDATION: The City Council approve Ordinance 1336 on second reading..
FISCAL EFFECTS: None.
ALTERNATIVES: As suggested by Council.
Respectively submitted,
Chris A. Kukulski
City Manager
