SUBJECT: Public Hearing, Sewer Connection Fees
MEETING DATE: November 1, 1999
BACKGROUND: On August 161h the City Council authorized a November 1, 1999 public
hearing of a proposed revision to the City water connection fee schedule to provide for
connections larger than four inches diameter. An amended schedule of fees was proposed. Once
the change is made to the water connection fee schedule a similar amendment is necessary for the
sewer connection fee schedule. This is required because sewer connection fees are based on the
size of water service to a property. The present sewer connection fee schedule includes fees for
sizes up to four inches diameter but no larger sizes. The attached Exhibit A is recommended to
correct this situation and Resolution #4517 authorizing the amended fee schedule is attached.
RECOMMENDATION: A motion to approve Resolution 4517 to amend the City sewer
connection fee schedule is recommended.
FISCAL EFFECTS: None regarding expenditures. Potential additional future revenues cannot
be estimated.

RESOLUTION NO. 4517
A RESOLUTION ADOPTING INCREASES IN THE FEES, SCHEDULES, RATES,
CHARGES AND CLASSIFICATIONS IMPOSED ON THE CUSTOMERS OF THE
KALISPELL SEWER UTILITY.
WHEREAS, the Utility Rate Schedule for the Kalispell Sanitary Sewer
Utility establishes an indexed Sewer Connection Fee
Schedule based upon water meter sizes from 5/8" to 4" in
diameter, and
WHEREAS, the Sewer Connection Fee is based on the ratio of the
capacity of the various meter sizes, and
WHEREAS, currently the City has no Sewer Connection Fee for water
meter sizes over 4" in diameter, and
WHEREAS, water meter services of over 4" in diameter have
significant impacts on the operation of the sewer
collection system and the Waste Water Treatment Plant, and
WHEREAS, in order for the City to provide for the eventual impacts
of large diameter services upon its Sewer Utility, it is
appropriate that the City consider establishing fees for
611, 811, 10" and 12" water meter sizes.
WHEREAS, the City Council did, on the 16th day of August, 1999 set a
public hearing to be held on November 1, 1999 on said
proposed rate increases of the Kalispell Sewer Utility and
gave the necessary notice thereof as required by Section 69-
7-111, M.C.A., and
WHEREAS, due and proper notice of said public hearing had been given
by the City Clerk by publication and mailing as required by
law, and
WHEREAS, said public hearing was duly held by the City Council at a
public meeting thereof in the Kalispell City Hall beginning
at 7:00 pm on November 1, 1999, and all persons appearing at
said hearing and expressing a desire to be heard were heard,
and all written comments thereon furnished to the City Clerk
at said meeting or prior thereto were given consideration by
the Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That the fees, schedules, rates, charges and
classifications applicable to the use of the City
of Kalispell Sewer Utility and other services
performed by said utility as set forth on Exhibit
"A" attached hereto and by this reference made a
part hereof, are found to be just and are hereby
established and adopted to be imposed for sewer
utility services to the inhabitants of the City
of Kalispell and those other persons served by
its sewer service.
SECTION II. This decision is final ten (10) days after filing
of this Resolution with the City Clerk. The City
Clerk shall file a copy hereof with the Public
Service Commission of Montana at that time.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL THIS 1ST DAY OF NOVEMBER, 1999.
