The'Kalispell Fire Department responded to seventeen fire calls for the month of
5evtember 1999. The tyre loss was zero for We month.
The Fire Department Ambulance responded to one -hundred ninety calls.

In addition the Kalispell Fire Department accomplished fifty- seven business inspections,
and the Fire Marshall aj§o gave four presentations to classes at the high school and the
laser school on fire safety in the home with emphasis on the kitchen.
The Fire Marshall gave portable fire extinguisher demonstrations to the Friendship House
staff and to the Cenex Corporation staff. The demonstrations included approximately
sixty individuals.
The Fire Marshall worked with the Glacier Bank Corporations to set up an emergency
evacuation plan for their buildings in Kalispell, and the rest of the corporation.

Highlights of monthly activity for the operating divisions of the Public Works
Department for the month of September 1999 are as follows:
ENGINEERING DIVISION
■ Reviewed draft of Noffsinger Spring report, final report being prepared now.
■ Met with Cm. Nystul and City Manager to review details of Westbrook Seniors / Pack sewer
proposal.
■ Reviewed MDT proposal for beneficial changes to the administration of the Urban Highway
System funding program.
■ Responded to MDT request for proposed projects under the new MACI program.
■ Collected traffic count data for downtown and forwarded to RPA for use on analysis of
streetscape alternatives
■ Supported a meeting with FEMA flood insurance representatives concerning the outstanding
problems with Spring Creek behind Hampton Inn.
■ Supported meeting with MDT to review utility issues on local projects, and reached
agreement to include our Main Street water line replacement in their project to reduce project
complexity.
■ Accelerated Main Street water main project because of change in MDT schedule.
■ Received bids for Wash Bay project and awarded contract to Ross Construction.
■ Completed the Ninth St. drainage and reconstruction project.
■ Completed the Kalispell Sewer Improvement project.
■ Completed Fifth Ave WN water line project.
■ Continued work on Phase 3 of Downtown TIF Urban Renewal District sidewalk replacement
project.
■ Met with the City Manager and the solid waste employees to discuss their concerns with
safety issues.
■ Met with MDOT on the Willow Glen/Woodland Avenue intersection project.
■ Reviewed plans and specifications for the Waterford project.
■ Completed plotting quarter section utility line maps (Scale: 1" = 120') with orthophoto
background.
■ ENGINEERING DIVISION continued...
■ Continued conducting field surveys of gaps on new areas in utility line map locations:
Wastewater Treatment Plant, new Rosauer's, Southfield Park/ 18th Street, Westbrook Square,
and Whitefish Stage Professional Parks.
■ Responded to miscellaneous R/W questions.
■ Set two survey monuments, (one for mapping and one for street reconstruction).
■ OFFICE AND STAFF

■ Continued regular maintenance of City vehicles and machinery.
■ Replaced glow plugs and belt idler on Parks Mower.
■ Replaced starter motor and battery in Parks pickup.
■ Repaired Parks Department benches.
■ Replaced tires on four police vehicles.
■ Repaired Street Division's concrete saw.
■ Replaced water valve and pump valves on the sewer truck.
■ Prepped the Elgin sweeper for leaf pickup.
■ SANITARY/STORM SEWER DIVISON
■ Continued video and jet cleaning of sewer lines Monday through Thursday.
■ Performed weekly maintenance of fifteen lift stations each Friday.
■ SOLID WASTE DIVISION
■ Delivered 12 containers to new customers: 10-100 gallon , 0-400 gallon, 2 -300 gallon.
■ Repaired 4 containers and responded to 5 violations.
■ Continued weekly garbage service.
■ Continued weekly alley cleanup.
STREET DIVISION
■ Continued alley grading and dust control.
■ Flushed and swept City streets.
■ Repaired utility cuts at:
■ 1 lth Street East between 8th and Woodland
■ lst Avenue and 18th Street West
■ South Meadows — Bluestone Street
■ Boise and Phoenix.
■ 8th Avenue West
■ 4th Avenue West
■ Assisted the Solid Waste Division with alley cleanup.
■ Crack sealed City Airport.
■ Continued sidewalk grinding in various locations.
■ Assisted Water Division with main leak at 1 lth Street and 7th Avenue West.
WATER DIVISION
WATER PRODUCTION & STORAGE:
■ Produced 112 M gallons of water: 29 M gallons upper zone and 83 M gallons lower zone.
■ Injected 221 gallons of 12% sodium hypochlorite. Collected 205 samples to monitor
chlorine levels.
■ Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing,
and record keeping.
■ Flow tested hydrants.
■ Ran #2 Grandview well for consultant to take water samples.
■ Repaired leaks in piping at Noffsinger Springs and Buffalo Hill well pump stations.
■ Filled generator fuel tanks.
■ Located water mains and valves for the City Surveyor.
■ Constructed containment reservoirs, installed pumps, grating, piping, and controls for
chlorine rooms at the Buffalo Hill well and Grandview pump stations.
■ Built foundations for chlorine rooms at the Depot well and Armory well.
■ Installed water sample test line at the Depot well.
■ Installed new diaphragm, shaft, and alignment sleeve for Cla-val check valve at Grandview
well #2.
■ Collected trihalomethane test samples.
■ Constructed and installed temporary chlorine tank stands and tanks at the Depot and Armory
wells.
■ WATER PRODUCTION & STORAGE continued....
■ Researched prices for blowers, vents, doors, eyewash equipment, and other equipment for the
chlorine room.
WATER CONSTRUCTION AND SYSTEM REPAIR:
■ Tagged 49 delinquent accounts on the west side of Kalispell.
■ Delivered 25 water meters.
■ Completed 133 work orders during the month September.
■ Replaced fire hydrants at:
■ 4th Avenue East and 8th Street East
■ 5th Avenue East and 9th Street East
■ 5th Avenue WN and West Wyoming
■ Removed fire hydrants:
■ 526 2nd Avenue West
■ 626 2nd Avenue West

■ Repaired fire hydrant at City yard.
■ Repaired leaks on old water line adjacent to 5th Avenue WN water main replacement project.
■ Repaired fire hydrant at 5th Avenue WN.
■ Cleaned valve boxes on 5th Avenue WN.
■ Hauled old fire hydrants and meters to Pacific.
■ Repaired 2" water service at 215 2nd Avenue West.
■ Abandoned old 3/4 service line at 9th Avenue EN and East Oregon.
■ Removed a 3/4" water service line at 215 West Montana.
■ TRAFFIC SIGNS & SIGNALS DIVISON
■ Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions,
and Airport lighting.
■ Tested conflict marker at Hwy 93 South and 18th Street East.
■ Repaired thermoplastic machine.
■ Coordinated with MDOT for signal changeovers.
■ Placed counters on lst Avenue West, lst Avenue East, Main Street, Oregon, and 3rd Avenue
EN. Tallied results.
■ Removed branches from various trees to clear sight obstructions.
■ Installed five new poles and breakaways.
■ Installed two new stop signs at 13th Street East and 2nd Avenue East.
■ TRAFFIC SIGNS & SIGNALS DIVISON continued....
■ Provided 11 hours of support to MDOT for sign & signal repairs in NW Montana at the
following locations: Hwy 93 S/15th Street East, Idaho/4th Avenue EN, Main/4th Street,
Main/lst Street, Main/6th Street, and Hwy 2 E/Walmart.
■ WASTEWATER TREATMENT DIVISION
■ 129 Work orders were completed during the month of September.
■ 457 Lab tests were performed during the month of September.
■ 27 Loads of sludge were hauled during September.
■ 111,382 #s of bio-solids pressed.
■ Two operators attended the Water School in Bozeman for Water and Wastewater Operators,
and the plant Manager presented a training class on the Kalispell Advanced Wastewater
Treatment Plant.
