Kukulski, City Manager Confirmation of Officer Sebastian Dobis MEETING DATE: October 4, 1999 BACKGROUND: Officer Sebastian Dobis has successfully completed his one-year probationary period and as a result needs to be confirmed by the City Council. Attached is a letter of recommendation from Chief Garner along with a short autobiography prepared by Officer Dobis. Chief Garner and Officer Dobis will both be present for Monday night's confirmation. RECOMMENDATION: The City Council approve Officer Sebastian Dobis' confirmation. FISCAL EFFECTS: None. Officer Dobis has exhibited the kind of caring demeanor and compassion that inspires great confidence in our institution by members of our community. Sebastian always looks for reasons to help people and he never makes excuses why he can't. His professionalism and teamwork are the standards by which we hold others accountable. I am 36 years old, and grew up in Jackson, New Jersey. After I graduated from Jackson High School in 1981, I enlisted in the United States Coast Guard. My job with the Coast Guard was functioning as a boarding officer. I searched vessels for illegal contraband and checked foreign fishing vessels to ensure U.S. laws were being followed. I also served as an engineer for their Search and Rescue missions. I left the Coast Guard after five years, with an Honorable discharge. I then moved to Florida where I began working as a Police Officer for the City of Port St. Lucie. I worked as a Road Patrol Officer for three years and then became a Community Policing Officer for four years. As a Community Policing Officer, I would go into a neighborhood and handle any on going problems that were occurring. I worked at getting to know the residents of that area, to establish; a working relationship between the police department and the citizens. I served on the police department's SWAT team for six years, acting as a entry team member. I was also certified as a Bike Patrol Officer, patrolling business districts and neighborhoods that were being targeted by various crimes. After serving seven years as a police officer in Florida, my wife Patty and I decided that Florida was not a good place to raise children. We had been to Montana on vacation and made a decision to move there if we had the opportunity. That opportunity presented itself and we moved to the Flathead Valley. I was fortunate enough to be offered a job as a police officer with the City of Kalispell and Patty got a job as a nurse at North Valley Hospital in Whitefish.
