SUBJECT: Resolution of Intent to Prohibit Parking
MEETING DATE: September 20, 1999
BACKGROUND: Some time back the City Council asked the PWD to develop a project to
remove the medians and to create a center left turn lane on Main Street / Sunset Boulevard north
of Idaho Street. We have worked with MDT and have succeeded in developing a project to
accomplish this, as previously reported in the weekly newsletter. It will be funded entirely by
MDT. The new center turn lane improvement would extend from Washington Street to Arizona
Street. The area from Washington to Idaho has been included in the current MDT upgrade project
for Main Street. The primary obligation of the City is to address the issue of prohibiting on street
parking from Idaho to Arizona Street. There are a number of reasons to deal with this issue now.
• Right of way in the project area is not sufficiently wide to permit creating the turn lane
and to accommodate on -street parking.
• It is not possible to acquire more ROW with the funds available.
• There are many safety concerns with the current on -street parking situation regarding
access and egress from adjacent businesses.
• MDT has indicated that they will not proceed with design of this project unless there is
a commitment from the City to eliminate the present on street parking through the
project area.
• Due to the time required for developing a project, MDT need this commitment by
October 1, 1999 to assure the project will move forward as desired.
The actual elimination of on -street parking is an issue that may involve the passage of an
ordinance. However, the actual elimination of parking is not required at this time. What is

necessary is for the City to commit to prohibiting parking. The attached resolution will accomplish
this.
RECOMMENDATION: Approve the resolution of intent to prohibit on -street parking on Main
Street / Sunset Boulevard from Idaho Street to Arizona Street.
FISCAL EFFECTS: None, the Montana Department of transportation will fund all costs for
design and construction of the center turn lane project.

RESOLUTION NO. 4510
A RESOLUTION DECLARING AN INTENT TO PROHIBIT PARKING ON MAIN
STREET/SUNSET BOULEVARD BETWEEN IDAHO STREET AND ARIZONA STREET.
WHEREAS, the City Council has expressed a desire to remove the
median which now exists in Main Street/Sunset Boulevard
between Idaho Street and Arizona Street, and
WHEREAS, the elimination of the median would allow for the
creation of left turn bays on Main Street/Sunset
Boulevard, thereby increasing safety, and
WHEREAS, the right-of-way existing on Main Street/Sunset Boulevard
will not allow for left turn bays with parallel parking
on said streets, and
WHEREAS, the Montana Department of Transportation has agreed to
fund a project to eliminate said median if the City
agrees, upon completion of the project, to prohibit
parking on Main Street/Sunset Boulevard between Idaho
Street and Arizona Street.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA, AS FOLLOWS:
SECTION I. That in the event the Montana Department of
Transportation designs, develops, funds and
_ constructs a project to eliminate medians in
Main Street/Sunset Boulevard, thereby allowing
for the placement of left turn bays, it is the
intention of the City Council to prohibit
parking on said streets.
