SUBJECT: Stop sign request at 13" Street and 2' Avenue East
MEETING DATE: September 20, 1999
BACKGROUND: We have investigated an increasing number of accidents at the intersection of
2nd Avenue East and 13d` Street including a recent serious injury accident. A traffic study was
conducted by the Public Works Department that indicates 13'h street is clearly the primary travel route
of the two roads. The manual on "uniform traffic control devices" stipulates a stop sign is warranted
at an intersection if certain conditions exist. Those conditions include:
1) Intersection of a less important road with a main road where application of the normal
right-of-way rule is unduly hazardous.
2) Street entering a through highway or street.
3) Unsignalized intersection in a signalized area.
4) Other intersections where a combination of high speed, restricted view, and serious
accident record indicates a need for control by the STOP sign.
RECOMMENDATION: We believe that clearly delineating the right-of-way at this intersection
will significantly reduce the probability of future accidents. We are recommending that stop signs be
erected for north and south bound traffic on 2nd Avenue East at 13d' Street.

RESOLUTION NO. 4508
A RESOLUTION APPROVING THE PLACEMENT OF A STOP SIGN IN THE NORTH
AND SOUTH BOUND LANES ON 2ND AVENUE EAST AT ITS INTERSECTION WITH
13TH STREET AND DECLARING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS
FOLLOWS:
SECTION I. That vehicles, including motor vehicles, bicycles,
or other vehicles shall be required to stop in the
North and South bound lanes on 2n1 Avenue East at
its intersection with 13th Street.
SECTION II. The Chief of Police is authorized and directed to
erect a stop sign at the above location.
SECTION III. This Resolution shall become effective immediately
upon its passage by the City Council and approval
by the Mayor.
