Highlights of monthly activity for the operating divisions of the Public Works
Department for the month of August 1999 are as follows:
ENGINEERING DIVISION
■ Met with MDT to review proposal for downtown streetscape modification on First Ave. E.
and First Ave. W.
■ Met with MDT and made field inspection of Main Street north of Washington for the
creation of turn lanes at each intersection.
■ Conducted two design reviews with ADG for Wash Bay project, advertised for bids due Sept.
1, 1999.
■ Met twice with ADG to review City Hall space needs.
■ Authorized Forsgren Associates to design temporary traffic signal at East Third and US 93
South (new location) for Rosauers.
■ Supported a meeting organized by MDEQ regarding new rules for water capacity development.
■ Received and began review of draft report on Noffsinger Spring.
■ Obtained a proposal from RPA for further study of alternative improvements for downtown
streetscape project.
■ Supported MDT plan -in -hand for improvements to Main / Idaho intersection and Main Street
to Center Street.
■ Continued work on Kalispell Sewer Improvement project.
■ Continued work on Ninth Street drainage project.
■ Continued work on Fifth Ave. WN water project.
■ Completed all chipseals for FY 1999 and because of cost savings added several streets to the
1999 program.
■ Began preliminary work for FY 2000 chipseal / overlay program.
■ Began Phase 3 of Downtown TIF Urban Renewal District sidewalk replacement project.
■ Continued plotting quarter section utility line maps with ortho photo background.
■ Began conducting field surveys of gaps in utility line map locations (recently — Center Mall
area).
■ Responded to miscellaneous r/w questions.
■ Attended Census Bureau recruitment meeting with County representatives.
0 Reset survey cap torn out by snow plows last winter.

■ Continued regular maintenance of City vehicles and machinery.
■ Replace brooms on new Tenant sweeper.
■ Repaired bench for Parks Department.
■ Replaced two electronic modules and engine belts on Elgin Sweeper.
■ Replaced transmission in vehicle #GA 324.
■ Rebuilt the leaf machine vehicle #397.
■ Repaired the Water Division's generator.
■ Began preparations for winter change over.
SANITARY/STORM SEWER DIVISON
■ Continued video and jet cleaning of sewer lines Monday through Thursday.
■ Performed weekly maintenance of fifteen lift stations each Friday.
SOLID WASTE DIVISION
■ Delivered 17containers to new customers: 11-100 gallon, 1-400 gallon, 5-300 gallon.
■ Repaired 6 containers and responded to 7 violations.
■ Continued weekly garbage service.
■ Continued weekly alley cleanup.
STREET DIVISION
■ Continued alley grading and dust control.
■ Flushed and swept City streets.
■ Prepped I" Street between 3rd Avenue and Woodland and 5th Avenue between 2nd and Center
Street.
■ Various backfilling and patching on City streets.
■ Swept City streets for the Fair Parade.
■ Tenant representative reviewed sweeper operation with the operators.
■ Continued patching 51h Avenue East.
■ Patched 51h and 6th Avenue East.
WATER DIVISION
WATER PRODUCTION & STORAGE:
■ Produced 162 million gallons of water: 45 million gallons in upper zone and 117 million
gallons in lower zone.
■ Injected 392 gallons of 12% sodium hypochlorite to maintain a residual of .25ppm in the
distribution system
■ Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing,
and record keeping.
■ Flow tested fire hydrants.
■ Received shipment of 452 gallons of sodium hypochlorite and eight new storage barrels.
■ Researched additional pumping data for Land & Water Development's study at Noffsinger
Spring.
■ Repaired leaking valve at the water tower.
WATER CONSTRUCTION AND SYSTEM REPAIR:
■ Tagged 61 delinquent accounts on the east side of Kalispell.
■ Delivered 3 water meters.
■ Completed 85 work orders during the month August.
■ Completed 8x6 water tap at Elrod School for a fire hydrant replacement.
■ Repaired curb stops at Teton and Glenwood.
■ Replace fire hydrant at 4th Avenue East and 2nd Street East.
■ Dug and repaired valve at 7th Street West and Meridian.
■ Repaired leak at 828 41h Avenue East.
■ Dug and repaired 6" gate valve at Buffalo Hills.
■ Excavated at the Armory Well and Depot Well for chlorine room.
■ Removed fire hydrants at 218 4th Avenue West and 328 4th Avenue East.
■ Repaired water main break at 5th Avenue WN.
■ 8x8 water tap at 5th Avenue WN (Sandon).
■ Repaired leaking curb stop at 51h Avenue WN.
■ Repaired valve box at 3rd Avenue East & 18th Street East.
■ Repaired a leak in the service line at 911 7th Avenue West.
TRAFFIC SIGNS & SIGNALS DIVISON
■ Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions,
and Airport lighting.
■ Responded to luminaire outages on Main Street from 2nd Street to 6th Street. Installed new
breaker.
■ Fabricated signs for Central School Museum.
■ Trimmed trees on Grandview & Sunnyview Lane to remove a sight obstruction.
■ Completed striping City streets.
■ Signed and barricaded around Fair Grounds.
■ Furnished traffic counts to private contractor for customer use.
■ Placed counters at 2nd Avenue East and 13th Street East.
■ Began to install thermoplastic pavement markings for City crosswalks.
WASTEWATER TREATMENT DIVISION
■ Completed 184 work orders during the month of August.
■ Performed 314 Lab tests during the month of August.
■ Pressed 69,854 pounds of bio-solids and hauled 20 Loads of sludge to Olney during August.
■ The contractor, F.D. Thomas, completed repairs to the primary digester roof and coated the
fermenter wet well. The fermenter wet well is vitally important to the biological phosphorus
removal process.
■ There were no discharge violations in July.
■ The total plant flow for the month was 61 million gallons; the average daily flow was 2
million gallons.
