SUBJECT: Woodland Park D.R.E.A.M. Trail Phase III
MEETING DATE: September 7, 1999
BACKGROUND: Bid Proposals for Phase III of this project will be opened on Tuesday,
September 7th. A letter from the Consultant and the Bid Tabulation form will be available prior
to Tuesday night's meeting, along with Mike Baker's recommendation on the bid award. Due to
the fact that construction time is running short, Mike would appreciate the awarding of the bid at
Tuesday night's meeting rather than waiting until the 20th.
RECOMMENDATION: The City Council award the bid according to the Park Director's and
Consultant's recommendation.
FISCAL EFFECTS: This project involves the sharing of costs with Federal CTEP funds at a
ratio of 13.4% with the City's share appropriated in this year's budget.
ALTERNATIVES: As suggested by Council.

SUBJECT: Bid Acceptance - Woodland Park D.R.E.A.M. Trail III - STPE 6799(21)
MEETING DATE: September 7, 1999
BACK GROUND:
Bid proposals for the Woodland Park D.R.E.A.M. Trail III closed September 7, 1999 (Phase III will
complete D.R.E.A.M.. Trail System for Woodland Park). The proposed walkway consists of a 6 foot
wide 3,106 lineal foot pedestrian walkway through the north and east -central portions of Woodland
Park. The trail will be constructed with an asphalt surface and shall conform to all applicable State,
Federal and A.D.A. standards. The trail will include installation of benches, trash receptacles,
landscaping, safety signage and pavement making.
RECOMMENDATION:
I recommend that Sandon Construction be awarded the bid for Schedule "B" in the amount of
$67,622.00.
FISCAL EFFECTS:
Project is cost shared with Federal CTEP funds at a ratio of 13.4% ($9,061.00) local share and 86.6%
($58,560.00) federal share. Total FY 2000 Budget appropriation is $70,000.00 (of which the original
project construction estimate and general project development for construction agreement with M.D.T is
$60,000.00). The additional amount of local match to do the construction this Fall is approximately
$1,021.00. Fall construction was desired to avoid runoff and highwater table conditions, typical during
springtime at Woodland Park.
