The homes were distributed throughout a half dozen of Kalispell subdivisions. Permits were issued for two townhomes in the Gateway Orchard Villa subdivision. The south- west corner of South Meadows subdivision started to develop. Greatview Street is under con- struction and permits were issued for construction of two new duplexes on that street. Numerous permits were issued for commercial development. Depot Park Square, KM building, Flathead Electric Coop, Flathead Christian School, Meridian Business Park, St Matthew's School and others started additions or new phases of ongoing projects. The Kalispell Golf Association obtained a permit for construction of more golf cart storage and Carol Nelson got a permit to remodel the former Rauthe's Art & Frame. Zoning: The Architectural Review Committee approved the alley improvements behind Glacier Bank as well as Carol Nelson's remodeling of Rauthe's Art and Frame. Also, the Board of Adjustment granted a variance for a small greenhouse/tool shed in Robert Marten's front yard along Crestline Avenue. More "housekeeping" amendments to the zoning ordinance were passed, and only a few more remain to be presented to the Council. Personnel: Our personnel situation is stable. We are providing courteous service to the public who call or visit our office and provide competent and timely plan review. Inspections called in are scheduled and performed in 24 hours or less. Paul departed for Central America for annual training with the National Guard. He will be gone the last week of July and the first week of August. General: Several projects are still on the horizon and should get underway this fall. Smith's, Rosauer's, Waterford and Westgate Seniors are all in the process. Kukulski, City Manager Subject: Monthly Activity Report for July 1999 From: Jim Hansz, Director of Public Works Date: August 12, 1999 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of July 1999 are as follows: ENGINEERING DIVISION •'• Met with Blackfoot Telephone regarding a request to install microwave equipment on City water tower. ❖ Met with Jackola Engineering regarding water well testing program for Domesite Project. ❖ Began FY 1999 Chipseal Project. ❖ Prepared an analysis of a revised request for sewer service to the Lincoln property. ❖ Continued collecting information regarding large water taps in order to develop a revised City policy recommendation. ❖ Held progress review for design of Wash Bay Project at City Shops. ❖ Began development of RFP/RFQ for water, sewer and storm drainage facility plans. ❖ Continued support of FY 2000 budget development process. ❖ Finalized meeting plans with MDT for Streetscape Project. ❖ Requested MDT consideration of a project to modify medians north of Idaho to provide turn lanes. ❖ Supported staff development and review of preliminary City Hall space needs analysis. ❖ Reviewed a design proposal from RPA for Two Mile Drive west from Meridian Road, a possible FY 2000 effort. ❖ Contractor completed installation of WWTP rim drive heating system. ❖ Conducted one-year inspection of WWTP digester rehab project. Identified warranty items to be repaired by coating contractor. ❖ Attended Site Development Review Committee meetings. ❖ Reviewing new developments in Ashley Park and Buffalo Stage. - ❖ Conducted the eleven (11) month inspection of the Grandview Well with the contractor and engineer. SANITARY/STORM SEWER DIVISION ❖ Continued video and jet cleaning of sewer lines Monday through Thursday. ❖ Performed weekly maintenance of fifteen lift stations each Friday. ❖ Installed one storm manhole and four catch basins at 1 Wh Avenue West and 2nd Street West. ❖ Pumped Woodland Park septic tank for the Parks Division. SOLID WASTE DIVISION ❖ Delivered containers new customers: ❖ Nineteen 100-gallon ❖ Three 300-gallon. ❖ Repaired 6 containers and responded to 6 violations. ❖ Continued weekly garbage service. ❖ Continued weekly alley cleanup. 2 STREET DIVISION ❖ Continued alley grading and dust control. ❖ Prepped 8"' Avenue WN and Montana Street for paving. ❖ Utility cut for the Sewer Division for storm drain on 2nd Street West. ❖ Patched driveway for overlay project on 7" Street East. ❖ Assisted the Parks Department with chipping branches. ❖ Assisted Sewer Division with the 2nd Street East Storm Drain Project. •:+ Mag and watered ball fields. •:+ Various utility cuts: 13'' Street and 4' Avenue East ❖ 4" Street East and 4' Avenue East •:+ 2nd Avenue East and 5"' Street East ❖ Flushed and swept crack seal and chip seal projects. ❖ Patched storm drain at 8" Avenue West. WATER DIVISION WATER PUMPING & STORAGE: ❖ Produced 154 M gallons of water: 43 M gallons upper zone and 111 M gallons lower zone. ❖ Injected 336 gallons of 12% sodium hypochlorite to maintain a system residual of 0.26 ppm. ❖ Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing and record keeping. •:+ Received shipment of 534 Gallons of sodium hypochlorite. ❖ Located various curb stops. ❖ Flushed, flow tested, and painted fire hydrants. Cleaned out the meter pit at the Grandview Well. ❖ Repaired sprinkling system at Reservoir #2. ❖ Completed landscaping at Lawrence Park. ❖ Completed quarterly water samples. ❖ Conducted annual inspection of Grandview Well pump house. WATER CONSTRUCTIONAND SYSTEMREPAIR: ❖ Tagged 29 delinquent accounts on the eastside of Kalispell. •'• Delivered 5 water meters. ❖ Completed 94 work orders during the month of July. ❖ Repaired fire hydrants at 7"' Street West/ Meridian and at 7' Street West/Meridian. r ❖ Replaced fire hydrants at 4' Avenue West/8' Street West and at 2nd Avenue East/5' Street East. 3 WATER CONSTRUCTIONAND SYSTEMREPAIR continued.. ❖ Assisted Solid Waste Division with alley cleanup. ❖ Cut and capped 6" water line at Elrod School for a new fire hydrant. ❖ Removed fire hydrants at 928 2"d Avenue West, 530 4`h Avenue West, 1120 3" Avenue East, 820 2"d Avenue West, and 828 &h Avenue East. ❖ Installed a 12x8" and a 12x6" tap at Rosauer's. ❖ Relocated a fire hydrant at 7"' Street West and Meridian. ❖ Marked valve boxes for chip seal project. ❖ Repaired 1" water service at 1027 5 h Avenue East. ❖ Repaired valve box at Ponderosa Street. ❖ Hauled crush — stock pile. TRAFFIC SIGNS & SIGNALS DIVISION ❖ Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, and Airport lighting. ❖ Barricaded for the 4' of July Parade. ❖ Barricaded 2"d Street West and 7' Avenue West for sewer excavation. •'• Mounted numerous signs that were blown down due to windstorm. ❖ Resumed painting City streets with MDOT personnel. ❖ Trimmed branches from street signs on the west side of Kalispell. ❖ Set out counters and radar machine for Speed Study on 1S` Avenue East, l"Avenue West, and Main Street. ❖ Striping City streets with MDOT — 80% complete. ❖ Installed chip seal tabs on the streets for the chip seal project. ❖ Signed and barricaded for the Hot Rod Parade. ❖ Installed two 2" conduits at the new Rosaurer's entrance and Hwy 93 South for the future traffic signal. ❖ Repaired damaged conduit at 1" Alley East and 2"d Street East. ❖ Provided 43 hours of support to MDOT for sign and signal repairs in NW Montana at the following locations: Idaho & Main, 3Td & 4`h Streets in Bigfork, Main & 4" Street, Main & 6' Street, Hwy 93 N & Grandview, Hwy 2 East and Walmart, Hwy 35, Hwy 35 & 83 in Bigfork, Hwy 209 & Hwy 35, 2"d Street and Spokane, Hwy 93 North & Conway, Main and ls` Street, Hwy 93 South and 18"' Street East, Main and 2"d Street, Hwy 93 South and 10`h Street East, Hwy 2 East and Sager Lane, Hwy 2 East and East Evergreen Drive, Main and Center. 4 WASTEWATER TREATMENT DIVISION ❖ 131 Work orders were completed during the month of July. ❖ 372 Lab Tests were performed during the month of July. ❖ 25 Loads of sludge were hauled during July. ❖ 101,497 #s of bio-solids pressed. ❖ Operators installed a new door on the main boiler. ❖ Repairs were made to the north secondary clarifier while the unit was down for work on the Rim Drive Project. ❖ Rainwater was pumped from the primary digester in preparation for the scaffolding contractor. ❖ The Digester Facility coating contractor will be doing repairs on the primary digester interior roof coating. ❖ There were no Discharge Permit violations in June.
