SUBJECT: Water Connection Fees
MEETING DATE: August 16, 1999
BACKGROUND: At the present time the City water connection fee schedule includes connection fees to a
size of four inches diameter. Any size larger than four inches diameter is charged the four inch fee. Recent
approval of the Waterford development project involved a connection of twelve inches diameter. The fee
charged for this connection was limited to the amount normally collected for a four inch diameter
connection. In order to correct this situation and allow for larger size taps to the system and the collection
of an appropriate fee, the attached Exhibit A was developed to account for tap sizes from six to twelve
inches diameter. It is recommended that taps larger than four inches diameter be permitted only in
extraordinary circumstances which are to be individually reviewed and recommended by the City Engineer.
Further, it is recommended that a tap, exclusive of a dedicated fire service tap, be limited to a size no larger
than one-half the diameter of the serving main except in extraordinary circumstances which are to be
individually reviewed and recommended by the City Engineer. A proposed Resolution authorizing a public
hearing for the recommended change in water fee schedule is attached.
RECOMMENDATION: Authorize the Resolution, and approve City Engineer's recommendations
regarding large water taps.
FISCAL EFFECTS: None regarding expenditures. Potential additional future revenues cannot be
estimated.

RESOLUTION NO. 4503
A RESOLUTION SETTING A DATE FOR A PUBLIC HEARING ON A PROPOSAL TO ADOPT
INCREASES IN THE FEES, SCHEDULES, RATES, CHARGES AND CLASSIFICATIONS
IMPOSED ON THE CUSTOMERS OF THE KALISPELL WATER UTILITY.
WHEREAS, the Utility Rate Schedule for the Kalispell Water Utility
establishes an indexed Water Connection Fee Schedule based
upon water meter sizes from 5/8" to 4" in diameter, and
WHEREAS, the Water Connection Fee is based on the ratio of the
capacity of the various meter sizes, and
WHEREAS, currently the City has no Water Connection Fee for water
meter sizes over 4" in diameter, and
WHEREAS, water meter services of over 4" in diameter have significant
impacts on the operation of the water distribution system,
and
WHEREAS, in order for the City to provide for the eventual impacts of
1-arge diameter services upon the Water Utility, it is
appropriate that the City consider establishing fees for 6",
8", 10" and 12" water meter sizes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That there is hereby set a Public Hearing on the
1" day of November, 1999, at 7:00 P.M., in the
Council Chambers, City Hall, Kalispell, Montana,
to discuss a proposal to adjust the water
connection fees as set forth in Exhibit "A"
attached hereto and thereby made a part hereof.
SECTION II. That the City Clerk and City Attorney are hereby
authorized and directed to make, publish and
distribute notice of said Public
Hearing in conformity with Section 69-7-111, MCA.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL THIS 16TH DAY OF AUGUST, 1999,
