D. PUBLIC HEARING
1. Proposed Amendment of Terms of the Industrial Development Revenue Note
(Kalispell Center Limited Partnership Project)
Council will receive comments regarding a proposal that the City approve the amendment
of the terms of the Industrial Development Revenue Note issued by the City of Kalispell on
December 17, 1984 to finance acquisition of certain land, constructing and equipping of an
approximately 171,000 square foot commercial shopping mall.
E. REPORTS/ RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
Conditional Use Permit - This is a request from Byron and Lois Randall to allow a
group home for elderly residents to be located in an existing single family home on
the south side of Crestline Avenue between Claremont Avenue and Buffalo Hill
Drive. The matter was tabled by the Council on August 2nd.
2. Evergreen Sewer Rate Approval - Sewer rate adjustments for flows contributed by
the Evergreen Sewer District are adjusted yearly.
3. Resolution 4502 - A resolution calling for a public hearing to adopt the fees,
schedule, rates, charges and classification imposed on the City's sewer utility
customers.
4. Resolution 4503 - A resolution calling for a public hearing to adopt the fees,
schedule, rates, charges and classification imposed on the City's water utility
customers.
5. Ordinance 1333 - An ordinance to allow the sale or use of alcoholic beverages on
City owned property such as the Central School Museum, the Hockaday Center for
the Arts and the Conrad Mansion - 1 st Reading.
6. Ordinance 1334 - An ordinance to amend the Salary Schedule which is necessary
following the settlement of the contract between the City and the Kalispell Police
Association - 1 st Reading.
7. Ordinance 1331 - An ordinance to rezone the Smith Foods property from B-3,
Community Business, to B-4, Central Business District - 2nd Reading.
8. Ordinance 1332 - An ordinance amending Chapter 27.22, Supplementary
Regulations, of the Kalispell Zoning Ordinance - 2nd Reading.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the
Council, at the time designated in the agenda or as
directed by the Council, by stepping to the podium or
microphone, giving that person's name and address in an
audible tone of voice for the record, and unless further
time is granted by the Council, shall limit the address
to the Council to three minutes.
b. All remarks shall be addressed to the Council as a body
and not to any member of the Council or Staff.
C. No person, other than the Council and the person having__
the floor, shall be permitted to enter into any
discussion either directly or through a member of the
Council, without the permission of the Presiding Officer.
d. No question shall be asked of individuals except through
the Presiding Officer.
