COMMENTS FOR THE MONTH OF JUNE 1999
Building Activity: Building permits were issued for fifteen single-family homes.
Although many were located in newer subdivisions a half dozen were scattered
throughout the jurisdiction. Permits were issued for two foundations for
manufactured homes and permits were issued for two townhomes, which will be
located in the city's Teton Terrace development. (One of the single-family homes is
to be located in Teton Terrace).
Most of the commercial work consisted of remodels and additions. Snappy's is
adding covered storage, Friendship House is converting a garage to adult daycare,
Lee Distributing is being altered for Fun Beverage to move in, Medical Arts is doing
an interior facelift and School District 5 is working on numerous alterations in their
various school buildings.
Zoning: The big zoning project in June was a videotape inventory of all of the
signs in town. Representatives from Waterford came in for a pre -construction
meeting. Also, the City -County Planning Board recommended approval of the packet
of "housekeeping" amendments to the zoning ordinance. At the present time, the
amendments are before the City Council.
Personnel: In early June PJ attended a planner's seminar in New Mexico. Jim
obtained his I.C.B.O. building inspector certification in mid- June.
General: As we close out our fiscal year our revenue and expense numbers are
pretty close.
Representative Simon made an unsuccessful effort during the legislative special
session to override the Governor's veto of HB91.
Several projects are proposed which should make for a busy season. Rosauer's,
Smith's, Waterford and Westgate Seniors are a few of the large developments that
are scheduled to start construction this year.

Highlights of monthly activity for the operating divisions of the Public Works Department for
the month of June 1999 are as follows:
ENGINEERING DIVISION
❖ Continued support of the Domesite LLC project, participated in five meetings.
❖ Met with Domesite engineer and hydrologist to outline well test program on Pack property.
❖ Continued support of the budget development process.
❖ Met with Westbrook Square developer regarding TIF paid improvements.
❖ Met with Kalispell Chamber of Commerce to outline the proposed streetscape project.
❖ Inspected Southfield Park development to ascertain status of secured improvements.
❖ Continued dialog with Glacier Bank regarding request to modify alley behind Main St. branch.
❖ Continued development of utility line locations using as-builts and record drawing information.
❖ Loaded five newer ortho photo (1997) files into City base map drawing.
❖ Began plotting utility line locations with City base map ortho photos as background
(large maps: scale 1" = 500').
❖ Responded to numerous right-of-way inquiries.
❖ Completed East Oregon storm drain from 7"' Alley EN to 7"' Avenue EN to remove a storm drain
that flowed into sanitary sewer.
❖ Completed a block of storm drain on 8' Avenue EN from West Montana Street to the south end.
❖ Completed grades for block of storm drain on East Montana between 4"' Avenue E and 5' Avenue
East.
❖ Designed manholes and catch basins for the storm drain projects along with 2" Street West Project
between 7`h Avenue West and 10" Avenue West.
❖ Surveyed designed sewer main and manhole to reroute for sewer on the Rosauer's Project.
❖ Issued contract for modifications to WWTP emergency generator system.

❖ The average chlorine content in the system for June was 0.258 ppm.
❖ Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing and
record keeping.
❖ Installed irrigation system at Depot Well.
❖ Attended a class in Great Falls on Back Flow Testers and Pumps and Motor Controls.
❖ Conducted trihalomethane testing.
❖ Flow tested and flushed fire hydrants.
❖ Assisted meter reader and started work on curb stops.
❖ Conducted tour for the County Health Department & Survey.
❖ Rebuilt and primed chlorine pumps and cleaned chlorine injectors.
❖ Transferred chlorine between pump stations.

TRAFFIC SIGNS & SIGNALS DIVISION
❖ Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, and
Airport lighting.
❖ Removed the Artists and Craftsmen Banner.
❖ Responded to traffic accident at Sunset and Wyoming. Replaced damaged head on traffic light.
❖ Checked flasher at Hwy 83 and Hwy 35.
❖ Marked two handicapped spaces on V Street West and repaired the handicapped space on 3rd
Avenue East in the 400 block.
❖ Repaired numerous sign poles that were damaged by accidents.
❖ Assisted the MDOT with loop problems in Bigfork.
❖ Attended a traffic control meeting for the Blue Angels Air Show held the weekend of June
19'. Also changed traffic signal timing to facilitate the flow of traffic on the main arterials
for the air show.
❖ Made a "No Diving" sign for the City pool.
❖ Changed out twelve burned out Decorative Lights.
❖ Re -striped parking lot behind City Hall.
❖ Rewired signal cabinet in Bigfork.
❖ Provided 47 hours of support to MDOT for sign and signal repairs in NW Montana at the
following locations: Idaho, 5`h Avenue WN, ls` Avenue W, 4`h Street West, 2nd Street West,
West Center, Hwy 93 North & Buffalo Commons, Hwy 2 West & West Spring Creek Drive,
7' Avenue EN, 15L Avenue WN & Center, Hwy 35 and Holt Drive, Meridian & Idaho,
Columbia Falls Hwy 2 & 7`h Avenue West, assisted with Air Show, Hwy 2 East & East
Reserve, Hwy 93 South & 18"' Street East, Hwy 93 & West Reserve.

WASTEWATER TREATMENT DIVISION
❖ 156 Work orders were completed during the month of June.
❖ 346 Lab Tests were performed during the month of June.
❖ 22 Loads of sludge were hauled during June.
❖ 83,593 #s of bio-solids pressed.
❖ The secondary clarifier rim drive heating system contractor worked on cutting the clarifier rim to
install the piping.
•:+ The primary digester roofing contractor sandblasted the exterior surface to remove the old roof
material.
❖ The operators pumped contents from the west secondary digester to prepare to put a loose ballast
block back into position. The removal of the contents from the west secondary digester was
completed so that the loose ballast block can be put back into position.
❖ The chopper pump for the fermenter was installed.
The ballast block in the west secondary digester was put back into position.
❖ The secondary clarifier rim drive heating system contractor completed work on the south clarifier;
work has begun on the north clarifier.
❖ The contents of the primary digester were removed for inspection of the digester. Most of the
contents were put in another digester; the excess that could not be pumped was taken to the 40A
field south of the plant.
The primary digester interior coating was inspected. The coating is defective and will have to be
redone. Re -coating is scheduled for late July.
❖ There were no Discharge Permit violations for May. The total flow for the month was 56.7 million
gallons; the average daily flow was 1.8 million gallons.
