SUBJECT: Ordinance 1328 - Allowing Banks within the B-2 Zone, 2nd Reading
MEETING DATE: July 19, 1999
BACK GROUND: The attached ordinance amendment will permit banks/savings and loan
companies within the B-2 zone. There is no significant reason for excluding financial institutions from
the central business district and therefor, the ordinance should be amended accordingly. No changes
were discussed during the 1" reading of the ordinance amendment.
RECOMMENDATION: A motion should be made and approved regarding the attached
Ordinance 1328 pertaining to financial institutions being permitted in a B-2 zone.
FISCAL EFFECTS: None.
ALTERNATIVES: As suggested by the Council.

ORDINANCE NO. 1328
AN ORDINANCE AMENDING SECTION 27.14.020 OF THE KALISPELL ZONING
ORDINANCE, (ORDINANCE NO. 1175), BY ALLOWING BANKS, SAVINGS AND
LOANS, AND FINANCE COMPANIES AS PERMITTED USES IN THE B-2, GENERAL
BUSINESS DISTRICT, AND DECLARING AN EFFECTIVE DATE.
WHEREAS, City of Kalispell has submitted a written request to
amend Section 27.14.020 of the Kalispell Zoning Ordinance, by
allowing banks, savings and loans, and finance companies as
permitted uses in the B-2, General Business District, and
WHEREAS, the request was forwarded to the Kalispell City -
County Planning Board and Zoning Commission by the Flathead
Regional Development Office after having been evaluated under
27.14.030, Kalispell Zoning Ordinance, and
WHEREAS, FRDO evaluated the
recommended, per Report #KZTA-99-6,
and finance companies be allowed
General Business District, and
requested text amendment and
that banks, savings and loans,
as permitted uses in the B-2,
WHEREAS, the Kalispell City -County Planning Board and Zoning
Commission recommended that the text of the Kalispell Zoning
Ordinance be amended to allow for banks, savings and loans, and
finance companies as permitted uses in the B-2, General Business
District, and
WHEREAS, the City Council has reviewed the FRDO Report and the
transmittal from the Kalispell City -County Planning Board and
Zoning Commission and hereby adopts the findings made in Report
#KZTA-99-6 as the Findings of Fact applicable to this Ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF KALISPELL AS FOLLOWS:
SECTION I. The City of Kalispell Zoning Ordinance,
Ordinance No. 1175, is hereby amended as
follows:
Section 27.14.020. Permitted Uses
(8). Bakery/deli, wholesale and retail, less than
1,500 square feet manufacturing area.

(9). Banks, savings and loans, finance companies.
(10). Barber and beauty services.
SECTION II. All parts and portions of Ordinance No. 1175
not amended hereby remain unchanged.
SECTION III. This Ordinance shall take effect thirty (30)
days after its final passage.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE
MAYOR OF THE CITY OF KALISPELL THIS DAY OF JULY, 1999.
