4. Award Bid - Downtown Tax Increment Sidewalk Replacement Projectr1A pNTP REPORT TO: Mayor and City Council FROM: Jim Hansz, Director of Public Works SUBJECT: Downtown TIF Sidewalk Replacement Bids MEETING DATE: July 19, 1999 BACKGROUND: The FY 98/99 budget included funds in the Downtown TIF District budget for sidewalk replacement within the TIF District. These funds were carried forward to the FY 99/00 budget and additional funds were added for a total of $150,000.00. A project for replacement of sidewalk at fifteen sites was advertised and bids were opened on July 18, 1999. Two bids were received. The bid from Pack and Company was $118,000.00. The bid from Sandon Construction was $86,329.00. A supplemental bid was included to allow property owners abutting the project sites to have their damaged walks replaced at their expense in conjunction with this project. Attached are copied of Fred Zavodny's memo and the bid forms from each bidder. A second project for additional replacement sites will be assembled for bidding in the spring of 2000. RECOMMENDATION: Staff recommends award of this project to Sandon Construction based on the low bid of $86,239.00. Staff also recommends acceptance of Sandon's supplemental bid. FISCAL EFFECTS: Expenditures of $86,239.00 to replace sidewalks at fifteen sites throughout the Downtown TIF District. There is no fiscal impact on the City from the supplemental bid. Both bids were in order and contained the required Bid Bond. Fifteen individual sites were included in the bid. A Lump Sum price was requested for the fifteen sites. Sandon's lump sum price amounted to $86,239.00 and Pack's lump sum price amounted to $118,000.00: The Engineer's price range for this project was between $80,000.00 and $90,000.00. The total project budget for FY 1999/2000 Tax Increment Sidewalks is $150,000.00. An additional contract will be awarded next spring for the remainder of the budget. A Supplemental Bid was included in the Contract to enable the owners of property adjacent to the project sites the opportunity to have abutting sections of their walkways repaired in conjunction with this project. The Supplemental Bid establishes fixed prices for this work. The prices quoted by Sandon in the Supplemental Bid are generally consistent for this type of work. The property owner will pay the contractor directly for this work. I am recommending the bid for the Downtown Tax Increment Sidewalk Replacement Project be awarded to Sandon Construction in the Amount of $86,239.00. It is also recommended that Sandon's Supplemental Bid be accepted.
