03. Ordinance 1325 - One-way Traffic on 3rd St - 1st ReadingREPORT TO: FROM: SUBJECT: 1 Honorable Mayor and City Council Chris A. Kukulski, City Manager Streetscape Project - 3'd Street Angled Parking MEETING DATE: July 6, 1999 BACK GROUND: During the June 21 City Council meeting a motion passed requesting the administration to write an ordinance which would designate 3' Street as one-way in the downtown area. Since that Council meeting I have discussed this issue with the Downtown Business Association and staff. I believe the intent of requesting this ordinance is to help move this project along, however, after reviewing the proposed change, I believe the entire project should be studied thoroughly prior to making any decisions. Once the project has been reviewed, we can be in a position to recommend various phasing options, building the entire project or not moving forward. The goals of the downtown project are to: increase the number of on -street parking spaces, improve the aesthetics of the downtown and reduce the number and severity of accidents. If met, these goals will result in the overall objective which is to improve the pedestrian friendliness of the central business district. After discussing the issue with staff and downtown business owners, the administration believes that the attached ordinance will meet very few, if any, of the above listed goals. If we develop 3' Street into a one-way street with angled parking and do not alter the curb lines, the number of parking spaces will remain unchanged and there will be no aesthetic improvements. Traffic may slow down, however without curbs, it is questionable as to the extent of any reduction. The distance a patron will have to walk between the curbs will remain unchanged. Furthermore, making 31' Street into a one-way will result in the rerouting of some traffic onto adjacent streets. The full impact of these changes along with other concerns expressed by MDT in their latest corespondence June 28 clearly indicate that further investigation is needed. Therefore, I am recommending that we hold off on making any changes to 3'd Street at this time. Kukulski City Manager Page 2 of 2 Report compiled July 1,1999 ORDINANCE NO. 1325 AN ORDINANCE TO ESTABLISH ONE-WAY ONLY VEHICLE TRAFFIC ON THIRD STREET BETWEEN 2ND AVENUE EAST AND 2ND AVENUE WEST, TO ALLOW FOR DIAGONAL PARKING THEREON, AND TO DECLARE AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. All vehicular traffic on Third Street between 2nd Avenue East and 2nd Avenue West shall be from East to West only. SECTION II. Vehicle traffic in a manner and direction other than as provided herein is prohibited, and a willful, purposeful or negligent violation hereof shall be punished as provided by section 1-9 of the Kalispell City Code. SECTION III. In addition to moving one way, traffic will be permitted to park diagonally on the north side of the street between 2nd Avenue East and 2nd Avenue West. SECTION IV. This Ordinance shall become effective 30 days following its passage by the City Council.
