Westbrook Square Project - Reimbursement Request
MEETING DATE: July 6, 1999
BACK GROUND: During my first week on the job, I attended a meeting with City Service
regarding their Westbrook Square project. During the meeting, City Service asked the City to
reimburse them for 50% ($12,135.00) of additional cost associated with sidewalks, curbs, and
beautification improvements within the City's right-of-way along Glenwood Drive.
In the attached letter from Interim Manager Al Thelen, he states that "this letter is written to confirm
to you that I will recommend to the City Manager Chris Kukulski that the City reimburse your
company for $12,135.00 for these improvements once they are completed." Based on the attached
letter from Mr. Thelen, I will support City Service's request for an additional $12,135.00 in
reimbursements. However, I do not want this to be a precedence setting project and instead feel
strongly that each project must stand on its own merits utilizing our recently adopted West Side
Urban Renewal Use of Funds Policy.
RECOMMENDATION: That the City Council approve a motion amending the agreement with
City Service and the City to include an additional reimbursement of up to $12,135.00 for work
completed within the City's right-of-way within the Westbrook Square.
FISCAL EFFECTS: $12,135 will be paid out of the West Side Urban Renewal District Fund
#2188 which currently holds a balance of $98,772.00.
ALTERNATIVES: As suggested by the Council.

Reference is made to your letter of May 1 and documents requesting additional tax increment funds
for some sidewalks, curbs, and beautification improvements to the west side of your Westbrook
Square project adjacent to Glenwood Drive.
I have attached a copy of the cost estimate and drawing that were attached to your request. This
letter is written to confirm to you that I will recommend to City Manager Chris Kukulski that the City
reimburse your company for $12,135.00 for these improvements once they are completed. This
would be accomplished by an amendment to the existing Developer's Agreement between your
company and the City.
It is further my understanding that this is one of only a few items that need to be constructed to
complete your projects. Therefore, I authorize you to proceed with the work prior to the approval
of the amendment since we have reached this understanding prior to the initiation of the work.
