4. Award Bid - Storm Drainage, Street Paving and Sidewalk Improvements for 9th St ProjectvAA REPORT TO: Mayor and City Council FROM: Jim Hansz, Director of Public Works SUBJECT: Bid Award, Ninth Street Storm Drainage Improvements MEETING DATE: July 6, 1999 BACKGROUND: This project constructs storm drain and surface drainage improvements on Ninth Street from First Avenue West to Fifth Avenue West. The design reflects a change from the originally planned approach. This change was required to ensure proper function of the final product and has raised the project cost. The change and potential budget impact was previously outlined for the City Council at the time the needed change was identified. Four bids were received on June 30, 1999. The low bid of $101,417.00 was submitted by A-1 Paving of Kalispell. The engineer's estimate for this project was $106,480.00. The project was originally budgeted within the Downtown TIF District at $90,000.00 in the 1998/99 fiscal year. This amount was carried forward to the current budget year. RECOMMENDATION: Staff recommends award of this work to A-1 Paving of Kalispell based on their low bid of $101,417.00. A complete bid summary is attached. FISCAL EFFECTS: Expenditures for construction of approximately $101,417.00 will exceed the presently budgeted amount of $90,000.00 by $11,417.00. All of the bids contained the required Bid Bond. Please refer to the attached information from the design engineer for information on the bid results. An addition error of $2,000.00 was found in A-1's total for Schedule I. The total given by A-1 on the Proposal Form is $17,670.00. The correct total is $19,670.00. The grand total is also increased from $99,417.00 to $101,417.00. A-1 is still the low bidder on the project. We understand City personnel are reviewing the bid bonds and other aspects of the contractor bids. Based solely on dollar amounts of the bids received, we recommend award of contract to A-1 Pavings.
