WHEREAS, the City of Kalispell has within its ordinances certain restrictions and requirements on the exclusive use by organizations and entities of city owned property and particularly a restriction on the sale and/or consumption of alcohol in city owned parks; and WHEREAS, the Flathead Valley Hockey Association has made a specific request to the Kalispell City Council to allow a one-time use of the Woodland Ice Center in Woodland Park for the purposes of holding a fundraiser in which alcohol will be served; and WHEREAS, the City Council acknowledges that it has the authority to allow the requested use of the city owned park on a one-time basis without otherwise changing its ordinances and regulations; and WHEREAS, the City Council finds that the specific request of the Flathead Valley Hockey Association is persuasive in that the Woodland Ice Center, popular with the public, features an ice rink purchased and owned by the Association and which is subject to a debt that the Association hopes to reduce by means of the subject fund raiser.
