COMMENTS FOR THE MONTH OF MAY 1999
Building Activity Permits were issued for 12 new single family homes. Six of
the homes were in Buffalo Stage, two were in the Willows, two in Ashley Park and
two located elsewhere. Permits were issued for foundations for four manufactured
homes.
A half dozen significant permits were issued for commercial work. Fish, Wildlife
Parks will convert some attic space to office space in there existing building.
Stillwater Forest Products built a steel building to shelter their existing operation.
Scotty's Bar started an addition to the north side of the existing structure. The
addition will be a dance hall.
The Montessori School began construction of their new facility on Willow Glen
Drive.
Valley Community Church, located on LaSalle, began construction on a new 5000
square foot church.
Zoninfz: In May, the City initiated a number of "housekeeping" amendments
to the zoning ordinance. These amendments are geared towards addressing issues
which frequently come before the Board of Adjustment, or which need clarification
or simplification. Also, the Rosauers' project passed site review.
Personnel: Darryl satisfactorily completed his off duty 68 hours of mechanical
code training. The training was conducted by the Inland Northwest Heating,
Ventilating and Air Conditioning Association. The training will help Darryl in his
plans checking and results in a better city employee.
General: The Building and Zoning budgets were presented to the Kalispell City
Council at a Council Workshop.

Highlights of monthly activity for the operating divisions of the Public Works Department for
the month of May 1999 are as follows.
❑ ENGINEERING DIVISION
➢ Supported three meetings with Domesite development group to draft PUD agreement.
➢ Met with Robert Peccia to review scope of proposed Two Mile Drive road improvement design
that may be done along with the Meridian Road Project.
➢ Continued to support the budget work session review process with City Council.
➢ Arranged an all -hands meeting with PWD staff for City Manager.
➢ Continued to support the City Site Review committee.
➢ Met with MDT ROW agent regarding proposed cost recovery for US 93 utilities.
➢ Provided Chamber of Commerce TAC with overview of 1999 road projects in the City.
➢ Commissioned a review of Domesite water well data by Land & Water Consulting.
➢ Continued support of the proposed Flathead Co. Water Quality Committee.
➢ Provided City Council with a review of Downtown Streetscape performed by Robert Peccia.
➢ Provided background briefing for City Manager regarding First Alley East Project deficiencies.
➢ Held design review with Morrison Maierle for emergency generator system changes at WWTP.
➢ Continued to monitor work progress for Clarifier Rim Drive modification project at WWTP.
➢ Contractor began 1999 street overlay project in the Northridge area.
➢ Surveyed and marked infield/base layout for two baseball fields for Parks Department.
➢ Continued development of utility line locations using as -built and record drawing information.
➢ Finished conducting 1999 (LUCA) address updates for the U.S. Department of Commerce 2000

ENGINEERING DIVISION continued:
➢ Set blue tops to assist Street Division with flowline reshaping in E.N. area, and also set blue tops
for operator testing.
➢ Attended part of a Cross -Connection class.
➢ Designed a storm drain extension from 4'' Av. E. to 5`" Av. On Montana.
➢ Attended a pre -construction conference for the Central School parking lot project.
➢ Attended a MDOT plan in hand meeting for the Idaho overlay and whitetoping project.
➢ Attended an MDOT Highway 93, south utility coordination meeting.
➢ The Annual Sidewalk and Curbing Contract was awarded to Sandon Construction.
➢ The Sewer Improvement Project Contract was awarded to Sandon Construction in the amount of
$374,240.00.
➢ Prepared legal description for the abandonment of two alleys and the Highway 93 North
Annexation.
➢ Preparing plans and specifications for the Fifth Avenue WN Water Main Project.
➢ Address Phase IV of the Buffalo Stage Subdivision.
➢ The Public Works Department is directing the Ninth Street West Storm Drain Project Design being
performed by Thomas, Dean and Hoskins.
➢ Performed legal description research for numerous locations.

➢ Continued weekly alley cleanup.
➢ Completed assembly of 300-gallon containers.
STREET DIVISION
➢ Alley grading and dust control ongoing.

WATER DIVISION
WATER PUMPING & STORAGE:
➢ Produced 98 M gallons of water: 26 M gallons upper zone and 72 M gallons lower zone.
➢ Injected 161 gallons of 12% sodium hypochlorite.
➢ The average chlorine content in the system for May was 0.21 ppm.
➢ Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing and
record keeping.
➢ Continued flushing dead end hydrants and flow testing hydrants for Engineering and Fire
Department.
➢ Started irrigation systems, repaired and replaced sprinkler heads.
WATER PUMPING & STORAGE continued:
➢ Attended Back -flow Preventer School.
➢ Modified exhaust pipe at Grandview Well.
➢ Wrote proposal for service contract on all standby generators.
➢ Installed flange and block plate at Lawrence Park to eliminate cross connection.
➢ Completed landscaping and seeding at Lawrence Park.
➢ Reviewed pumping and storage system assets for City Finance Director.

➢ Removed old fire hydrants at 926 Yd Avenue East, 228 5d' Avenue East, and 826 2nd Avenue
East.
TRAFFIC SIGNS & SIGNALS DIVISION
➢ Regular maintenance of signals, signs, luminaries, barricades, sight obstructions, and
Airport lighting.
➢ Professional Paint & Finish is approximately 70% complete with the Decorative Light painting.
➢ Installed five poles with break-aways, installed three "Stop Signs" and two "Speed Limit"
signs in the Kalispell Youth Athletics' new baseball park.
➢ Fabricated signs for the Parks Department.
➢ Removed poles and signs from abandoned cross walks at Sunnyview & Windward Way.
➢ Received shipment of equipment to upgrade existing City signal heads.
➢ Replaced traffic signal cabinet at Hwy 2 East & East Evergreen Drive.
➢ Fabricated new restroom signs for Heritage Park.

TRAFFIC SIGNS & SIGNALS DIVISION continued:
➢ Provided barricades and signs for March for Jesus Parade on May 22°d
➢ Put counters out at 5"' Avenue 'AN and West Center Street and at Hwy 93 South near Yd
Avenue East.
➢ Delivered barricades to Depot Park for Art Fair.
➢ Provided 47 hours of support to MDOT for sign and signal repairs in NW Montana at the
following locations:

WASTEWATER TREATMENT DIVISION
➢ 73 Work orders were completed during the month of May.
➢ 440 Lab Tests were performed during the month of May.
➢ 20 Loads of sludge were hauled during May.
➢ 77,126 #s of bio-solids pressed.
➢ There were no discharge violations for the month of March. The total flow was 53 million gallons;
the average daily flow 1.7 million gallons.
➢ A course to train Backflow Prevention Assembly Testers was held at the plant May 3`4-7'. Two
Operators attended the course.
➢ A non -potable water hydrant was dug up and repaired with the help of the Water Division.
➢ Met with proprietor of local radiator repair shop regarding high levels of lead and zinc discharge in
sewer system. Developed a mitigation plan to reduce discharge to acceptable levels.
➢ The fermenter and both secondary digesters have been given their one-year inspection. Only
several very small defects were noted in the west secondary digester. These can be repaired by the
Plant employees with a coating patch kit from the manufacturer.
