Public Hearing on CDBG Economic Development Grant Application as It Relates
To Community Needs

BACKGROUND: The purpose of this public hearing is to discuss with the public the CDBG-ED Program
and the variety of activities eligible for funding. Anyone from the community may state
their opinion regarding the economic development,needs of the City of Kalispell and the
type of projects, which should be considered or encouraged. This public hearing will
enable the City of Kalispell to submit a ED Grant Application anytime within the next
nine months if an opportunity occurs.
RECOMMENDATION: Staff forward to the CDBG-ED Program Staff a transcript of the public hearing which
will then qualify the City of Kalispell as a potential grant applicant. If within the next
nine months an eligible applicant or project is identified, a second public hearing should
be held to inform the public as to the type of project and its future impact on the
community.
FISCAL EFFECTS: At the present time there is no fiscal effect. If a project is identified within the next nine
months, this public hearing will have enabled the City of Kalispell in applying for a grant
of up to $400,000 to be used to assist future business development.

NOTICE FOR FIRST PUBLIC HEARING
COMMUNITY DEVELOPMENT BLOCK GRANT
FOR
ECONOMIC PURPOSES
Notice is hereby given that the City of Kalispell, Montana, intends to hold a public hearing to
gather citizen input to identify and prioritize community development needs for economic
development, housing, community revitalization, and public facilities needs as how those needs
affect low and moderate -income persons. The City is considering submitting an application to
the Montana Department of Commerce for a Community Development Block Grant (CDBG) for
Economic Development purposes. The City will discuss the purposes of the CDBG-ED Program
and the variety of activities eligible for funding.
The public hearing will take place on June 21, 1999, at 7:00 p.m. in City Council Chambers
located at 312 First Avenue East, Kalispell, Montana, during the course of the normally
scheduled City Council meeting. During the public hearing everyone will be given the
opportunity to express their opinions regarding the need for an Economic Development Grant
Application and the type of project which should be considered. All interested citizens are
encouraged to attend. If unable to attend, written or oral comments (758-7743) may be
submitted to the attention of Susan Moyer at the Planning, Economic and Community
Development Department, 248 Third Avenue East (P. O. Box 1997), Kalispell, MT 59903 prior
to the day of the public hearing.

Jobs Now, Inc. is in support of the Kalispell City Council forming a Community Development
Block Grant Program. This program will enable the City of Kalispell to be competitive with other
communities and states in the region when trying to bring new jobs to the area.
The program does not obligate the city to apply for any loans, it is only a requirement of the
Federal Government to qualify to submit applications for these CDBG loans.
