Public Hearing on the Need for Tax Credits on Behalf of Big Sky Manor and
Valley View Apartments

BACKGROUND: Recent state legislation enacted in regard to the preservation of eight (8) very -low income
apartment rental complexes requires that a public hearing be held for citizen input on
whether the allocation of low-income housing tax credits meets a community housing
need. A copy of the transcript of the public hearing must be provided to the Montana
Board of Housing (MBOH) prior to the issuance of the tax credits.
Under this new legislation, Hampstead Partners, Inc. and their various non-profit partners
are able to seek removal of these properties from the tax rolls if they receive tax credits
from MBOH and the units are rented only to individuals at 50% and below the HUD
established medium income.
RECOMMENDATION: Staff transcribes the public hearing minutes and forwards them to the Montana Board of
Housing.
FISCAL EFFECTS: Big Sky Manor will receive a $2,739 exemption of city taxes and continue to pay $405
for storm sewer, lighting and special assessments. Valley View will receive a $1,746
exemption in city taxes and continue to pay $1,746 for storm sewer and special
assessments.
The very -low income residents at these sites will continue to receive Section 8 Rental
Assistance which guarantees the individuals or families pay no more than 30% of their
gross monthly income for both rent and utilities.
ALTERNATIVES: As suggested by the Council.

NEED.
Northwest Montana Human Resources (a private non-profit) and Hampstead Partners (a private
for -profit) hereinafter referred to as HP/NWMHRI Limited Partnerships are applying for tax
credits for the above listed two apartment complexes in Kalispell, Montana. Notice is hereby
given that the City of Kalispell, Montana, intends to hold a public hearing to gather public
comment as to whether these two properties meet community housing need. The public hearing
will be held in City Council Chambers located at 312 First Avenue East, Kalispell, Montana,
during the course of the normally scheduled City Council meeting at 7:00 p.m. on June 21, 1999.
All interested citizens are encouraged to attend.
Reasonable accommodations will be made to enable individuals with disabilities to attend this
meeting. Please notify Theresa White, Clerk of Council at 758-7756. Copies of Senate Bill No.
