Kukulski, City Manager Amy Robertson, Finance Director SUBJECT: 3' Reading of the 1999 - 2000 Fiscal Year Salary Schedule MEETING DATE: June 7, 1999 BACK GROUND: As a result of two salaries which were changed between the first and second reading of the Salary Schedule Ordinance we are coming back to the Council for a third and final reading. Both salaries are in the Parks and Recreation Department. Subsequent to the first reading, the Recreational Coordinator was reduced in salary from $12.39 to $9.41 and the Aquatics Coordinator was changed to Pool Manager and reduced in salary to $1,436 per month. Both positions have been subject to assessment by the City Manager and Director of Parks & Recreation. The Recreational Coordinator Job Description requires a college degree and involves substantial independent judgement and supervision, however the position is paid less than the City Hall Janitor. The Aquatics Coordinator also has substantial independent judgement in the performance of duties. From a management perspective, maintaining the two positions at the reduced salary levels is unconscionable. Based on the information provided above, we recommend passing Ordinance No.1308, third reading, recognizing that the changes made between the first and second reading were inadvertent and not in accordance with previous decisions. AFSCME has agreed to the increase in salary if accepted by the Council. Kukulski Amy Robertson City Manager Finance Director Report compiled June 4, 1999 Page 2 of 2 ORDINANCR NO. 1308 AN ORDINANCE AMENDING ORDINANCE NO. 1293, FIXING THE LIMITS OF THE SALARY AND COMPENSATION OF THE CITY OFFICIALS, SUPERVISORS, AND EMPLOYEES PURSUANT TO TITLE 7, CHAPTER 4, PART 42, M.C.A., COMMENCING ON THE DATES INDICATED HEREIN, AND REPEALING ALL OTHER ORDINANCES IN CONFLICT THEREWITH. NOW THEREFORE, BE IT- ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. The salaries and compensation of City Elected Officers for the period beginning January 1, 1999, are hereby established as set out in §I Exhibit "A", attached hereto and which, by this reference, is made a part hereof. Appropriations shall be made to pay same when due. SECTION II. The salaries and compensation ranges of City Appointed Officers, Supervisors, and Employees for the period beginning July 1, 1999, are hereby established as set out in §§ II, III, IV, and V, Exhibit "A", attached hereto and which, by this reference, is made a part hereof. Appropriations shall be made to pay same when due. SECTION III. Longevity increments and medical insurance premiums shall be paid as provided by law, contract or as directed by the City Council. The annual service anniversary date for all Employees is July 1st of each year; however, an Employee must have at least six months continuous employment by the City before being considered to have one year longevity. SECTION IV. This Ordinance shall be in full force and effect as regularly provided by law; salaries and compensation provided for under Sections VI through IX shall be paid commencing as designated in the respective sections. SECTION V. All prior _ salary and compensation ordinances of the City and any ordinance or parts of ordinances in conflict herewith are hereby repealed.
