SUBJECT: Bids for Kalispell Sewer Improvement Project
MEETING DATE: June 7, 1999
BACKGROUND: The FY 1998/99 budget includes funding for rehabilitation of sewers in the
Downtown TIF Urban Renewal District and approximately one block of sewer on 1 lth Street
West. Engineering for this project was performed in-house. The bulk of the rehabilitation will
involve the installation of a liner inside the existing sewers. Some sewer will be replaced by
conventional methods. We have received bids from four companies for this work. The low bid
was submitted by Sandon Construction of Kalispell. Attached is a bid tally prepared by Fred
Zavodny that summarizes the bids. Total budget available for the work in this contract is
$593,000.00. The engineer's estimate for the work was $501,880.00. The low bid was
$374,240.00.
RECOMMENDATION: Staff recommends award of the bid for the Kalispell Sewer
Improvement Project to Sandon Construction of Kalispell.
FISCAL EFFECTS: The City will incur a contract cost of $374,880.00. This is $218,120.00
less than the amount budgeted for the work.

Re: City of Kalispell Sewer Improvement Project Bid Analysis and Recommendation
Bids were received from LHC, Pack and Sandon from Kalispell and Don Kelly Construction from
Bozeman. All bids acknowledged the addendum and contained the required Bid Bond. Please refer
to the attached bid tabulation sheet for additional information. Sandon Construction is the low bidder
with a total bid of $374,240.00. Sandon is a reputable local firm that has proven itself capable of
successfully providing all levels of construction services. I am recommending that the bid be awarded
to Sandon Construction.
