COMMENTS FOR THE MONTH OF APRIL 1999
Building Activity: Permits were issued for 10 new single family residencial dwellings. One
permit was issued for a foundation for a manufactured home. Most of the activity was in the
South Meadows I. Ashley Park subdivisions. Glacier Village Greens, Buffalo Stage, Buffalo
Commons and Greenbriar all had new housing starts this month.
Commercial construction started on the Laundromat at the south end of First Ave East. Depot
Park Square finished the inside of building number two and the tenant have moved in there.
The Montessori School began it's new construction on Willow Glen Drive.
Zoning: The Board of Adjustment met and granted a variance request for an encroachment
- into a side corner setback. PJ made a presentation to the county commissioners regarding height
restrictions around the city airport. The commissioners liked the idea and have referred it to the
city attorney's office for review.
Personnel: Darryl began heating, ventilating and air conditioning classes presented by
INWHVAC. Training pertains to the Mechanical Code which is enforced by Kalispell.
Dwain returned from his annual training with the Naval Reserve. Maintaining a full staff is
essential at this time of year in order to keep processing times for plan checks to a minimum.
General: The Legislature passed House Bill 91 which would have stripped away a city' s
right to control neighboring influences, but the Governor wisely vetoed HB 91. No changes are
anticipated in the operation of the department as a result of this legislative session.

} Parks & Recreation Highlights:
• 1999 Urban Forestry pruning season completed.
• Brochure drafted and sent to printers.
• ARBOR DAY Celebration!
• Tree planting done
• Many of the parks opened for the summer.
ISTEA: Preliminary design of Woodland Park DREAM Phase III
completed. Design for Phase II North Main/Lawrence Park
approved by MDT, Bridge Design underway (relocated site for
river crossing). Construction plans a specifications 100%
complete for Meridian Road Walkway; submitted plans to MDT.
Work on right-of-way easements continue. Submitted project
for the Meridian Road/Highway 93 to KYAC Trail, to the Montana
Department of Transportation.
Youth Athletic Complex: Bleachers and player benches ordered and
received. Meeting with various organizations on scheduling
maintenance of KYAC. Review trail plan and landscaping plan.
Gearing up for play this Spring. Softball starts April 30th.
Soccer field construction resumed by contractor.
Begg Park Master Plan, met with consultant, began work on Master
plan overview, and met with Jerry Begg (on site). Gathering
estimates for trail work and landscaping top priority.

Maintenance Tasks:
• Dig ditch at KYAC; haul bleachers to KYAC; prune, chip, paint
trees, mow, and dump at parks; hang nets at KYAC; irrigation
at parks; bathrooms opened and cleaned; barbeque's cleaned;
thatching done at parks; spade City Hall Flower Gardens;
daily rest room cleaning and garbage removal.
Seasonal Maintenance:
• Woodland Park Ice Rink (removed thin ice signs, remove bench and
hockey goals);
• Trim bushes and remove dead trees at Woodland Park;
• Put up wind screen and nets at tennis courts;
Urban Forestry - Michael Baker, Urban Forester:
• pruning completed for 1999 season;
planting began of replacement trees;
! Recreation Depart. - C. Bohannan & J. Reese,
Recreation Coordinators:
• The program Little Dribblers is finishing up with 125 youth
playing every Saturday. The After School Sports Camp averages
16 youngsters going on a field trip every Monday and playing
sports on Wednesday and Fridays. The last weekend of May is
our annual Fleer Baseball Diamond Skills program competing on
throwing/fielding, running and batting.

work, answering phones, assisting participants, taking
registrations.

Highlights of monthly activity for the operating divisions of the Public Works Department for
the month of April 1999 are as follows:
ENGINEERING DIVISION:
• Continued development of FY 99/00 budget.
• Supported three meetings with new developers of Valleydome site to draft a PUB agreement.
• Conducted a project design review for WWTP emergency power system modifications.
• Met with Business Improvement District to outline City effort on US 93 utility project.
• Attended Montana Road Superintendent Conference at Outlaw Inn.
• Met with Glacier Bank to review safety concerns in alley behind Main Street branch.
• Met with CarteGraph to view new PW management software and Pavement management software.
• Attended the APWA regional conference in Billings.
• Attended the American Concrete Institute concrete testing certification school in Bozeman.
• Met with developer of Westbrook Square to review improvement requirements on Glenwood Dr.
• Completed Y2K upgrade of water system SCADA software.
• Continued testing of ground water movement at Lawrence Park Spring.
• Conducted field surveys of utility locations for FVCC, North Hwy 93, Kalispell Youth Athletic
Complex, Buffalo Stage, Village Greens force main, and West Evergreen Drive areas.
• Surveyed and marked infieldibase layout for 10 baseball and softball fields at the Kalispell Youth
Athletic Complex for the Parks Department.
• Continued development of utility line locations using as -built and record drawing information.
• Responded to miscellaneous R/W and legal description inquiries.
• Began conducting 1999 (LUCA) address updates for the U.S. Department of Commerce (2000
Census).
• Met with Buffalo Hill Terrace Sidewalk Committee to discuss sidewalks on Claremont Street.

• Installed 312' of 8" storm drain and set two inlets at 71h Avenue East and 71h Street East.
• Removed buried fuel tank on 7"' Avenue East and 6"' Street East.
• Started up the Willows Lift Station and programmed the Dialog Alarm System.
• Installed a 40' storm culvert at the Kelly Road Lift Station.

• Injected 180 gallons of 12% sodium hypochlorite.
• The average chlorine residual in the system for April was 0.248 ppm.
• Continued routine maintenance on all pumps, motors, grounds, buildings, controls, testing and
record keeping.
• Flushed dead end hydrants and flow tested hydrants for fire flows.
• Installed sprinkler systems at the water tower and small reservoir.
• Modified booster pump control system to operate sprinkler system at small reservoir.
• Installed backflow prevention devices on sprinkling systems.
• Modified power supply to control sprinklers at Buffalo Booster Station.
• Sealed access covers on both reservoirs.
• Constructed security covers for Armory Well windows.
• Secured Depot Well access.
• Performed preventative maintenance on mowers in preparation for summer mowing of
reservoirs.
WATER PUMPING & STORAGE continued...
• Assisted Land & Water Consulting with pump testing at Lawrence Park Spring, operating
pumps, and field data collection.
• Conducted a tour of the water system for the employees of the Department of Environmental
Quality Water Division from Helena.
• Repaired old sprinklers and leaks in the sprinkler system at the Buffalo Hill Reservoir.
• Repaired chlorine pumps and cleaned all injectors at the pump station.
• Repaired radio transmitter at Lawrence Park.
WATER CONSTRUCTIONAND SYSTEMREPAIR:'
• Tagged 42 delinquent accounts on the West Side of Kalispell.
• Delivered 8 water meters.
• Completed 100 work orders during the month of April.

• Repaired poles at the entrance to the old dump on Willow Glen Drive.
• Replaced bike path stop sign by Lawrence Park that was hit by a vehicle.
• Tested Airport runway lights.
• Tested Opticom Systems.
• Supervised contractor painting the downtown decorative lights.

® March Discharge Permit Report: No violations. Total flow for March: 53 million gallons; average
daily flow for March: 1.7 million gallons.
® The east secondary digester was inspected by Morrison-Maierle; contents from the west secondary
digester was then transferred to the east digester. (The west secondary digester will be inspected
later this month).
