11-15-12 Parking Commission MinutesCITY OF KALISPELL PARKING MONTHLY BOARD MEETING MINUTES Date: November 15, 2012 Location: KPC Conference Room In attendance: Mark Pirrie, Janet Clark and Captain Wade Rademacher Minutes recorded by: Karen Durado 1. Call to Order: Called to Order at 7:35 a.m., By: Mark Pirrie 2. Approval of the Agenda: Moved by Janet, second by Mark. 3. Approval of October Board Meeting: Moved by Janet, second by Mark. 4. Hearing of the Public:. 5. Approval of Financial Statements of October 2012: Moved by Janet, second by Mark. 6. Updates from City Parking: Street Update — Jack Office Update — Karen Unfinished Business: Glacier Bank Lot — monitoring Mark spoke with Jim Ness (Glacier Bank) regarding selling a permit to the public. Wade will get with Charlie to write up a new lease agreement for the Glacier Bank North Bay Grill Lot. The Board recommended that the signs should read Permit Parking Only between the hours of 8:00 — 5:00. Mark suggested that now may be a good time to draw up contracts for the other 2 lots that belong to Glacier Bank. Wade believes that the banks two smaller lots will remain separate from the North Bay Grill Lot. The First Interstate lot south of A-1 will also need a new contract. They are already selling permits to the public. First Interstate also owns the lot south of Black Tail Books. Mark said First Interstate would be willing to sell a permit in this lot also. Janet expressed concern that the people that were in the North Bay Lot may now move over to the GlacierNalley Bank customer parking and the First Interstate customer parking lot. We are not currently monitoring the customer lots. The Board recommended that the banks customer parking lots should be 2-hour parking because it is not realistic for Jack to be monitoring the lots hourly. Mark suggested that we invite Jim (Glacier Bank) and Jolene (First Interstate) to attend our January meeting to see if we can agree to have the same signage and rules in both lots. Jack requested that all entrances and exits be clearly marked. People often enter at the exit and do not see any signs. Valley Bank ticket machine Karen provided The Board with an estimate for the purchase of meters in the lot. The Board recommended purchasing 9 double headed meters (18 total) for the lot instead of purchasing a new ticket machine. We currently have poles in place to accommodate 20 meters. Wade stated that this is something that we will have to budget for, not something that we want to surprise council with half way through the year. The budget planning starts in January and Wade would like to present it at this time. The ticket machine would cost approximately $14,000 compared to approximately $8,000 for meters. If approved, the soonest we could purchase the meters would be July or August; provided that the ticket machine holds out this long. Other Wade requested the opinion of The Board on possibly increasing the meter and machine rates. Wade suggested that even if we have a bad snow year this would help us to operate in the black. Mark does not have a problem with an increase in the rates but also does not feel we are in this to make money. The revenue is currently used for lot maintenance and Mark feels that the City is getting a really good deal. It would cost the City a lot more if they were providing the lot maintenance. Janet has no issues with .50 but thinks it would be yet another excuse for people to not shop downtown. Mark and Janet both have concerns about the media and perception issues. Janet stated that nothing is really thriving right now. We still have a lot of empty storefronts downtown. Wade is not sure if council would ultimately make the decision for a price increase or if it would be up to the Police Department. Wade suggested explaining to the public that we have equipment that needs to be replaced and that the increase would help offset the expenses involved and perhaps people may be more understanding. Wade requested clarification on handicapped parking from the last meeting. He wanted to make sure that it is the recommendation of The Board that all handicapped parking within its control be limited to 2- hours. The Board is in favor of 2-hour handicapped parking. This change will have to made through City Council. Wade will find out what is necessary to get the process started. Karen will be cleaning up the CPI inventory. Tickets from 2009 will be written off These are tickets that have been in collections for almost 3 years and payment has not been received. 7. New Business: Holiday ticketing schedule Jack will not be issuing tickets on the street starting Friday, December 14th through Thursday, January 3ra The next meeting will be Thursday, January 17th Adiournment: Adjourned at 8:45 a.m. moved by Janet, second by Mark.
