06. Ordinance 1308 - Salary Schedule - 2nd ReadingORDINANCE NO. 1348
AN ORDINANCE AMENDING ORDINANCE NO. 1293, FIXING THE LIMITS OF THE
SALARY AND COMPENSATION OF THE CITY OFFICIALS, SUPERVISORS, AND
EMPLOYEES PURSUANT TO TITLE 7, CHAPTER 4, PART 42, M.C.A.,
COMMENCING ON THE DATES INDICATED HEREIN, AND REPEALING ALL OTHER
ORDINANCES IN CONFLICT THEREWITH.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF KALISPELL, AS FOLLOWS:
SECTION I. The salaries and compensation of City
Elected Officers for the period beginning January 1,
1999, are hereby established as set out in §I Exhibit
"A", attached hereto and which, by this reference, is
made a part hereof. Appropriations shall be made to pay
same when due.
SECTION II. The salaries and compensation ranges of
City Appointed Officers, Supervisors, and Employees for
the period beginning July 1, 1999, are hereby established
as set out in §§ II, III, IV, and V, Exhibit "A",
attached hereto and which, by this reference, is made a
part hereof. Appropriations shall be made to pay same
when due.
SECTION III. Longevity increments and medical insurance
premiums shall be paid as provided by law, contract or as
directed by the City Council. The annual service
anniversary date for all Employees is July ist of each
year; however, an Employee must have at least six months
continuous employment by the City before being considered
to have one year longevity.
SECTION IV. This Ordinance shall be in full force and
effect as regularly provided by law; salaries and
compensation provided for under Sections VI through IX
shall be paid commencing as designated in the respective
sections.
SECTION V. All prior salary and compensation
ordinances of the City and any ordinance or parts of
ordinances in conflict herewith are hereby repealed.

may after negotiations be offered up to 15% above entry level

Merit adjustments to salaries after initial adoption of this

The above base pay is to be supplemented with longevity pay
based on a rate of 1% of a base of $5.00 per hour, (which is 5
cents) times years of service. Longevity pay increases will be
computed at July 1st. Employees will be eligible for longevity
only after at least six (6) months service prior to each July 1st.

Re.: Salary Ordinance
The City has not adopted a complete salary ordinance for fiscal year 1999. This is due in part to the
time it has taken to conclude the salary negotiations with the Police and Fire Associations. As you
are aware, the Police Association salaries were set with the implementation of the "best and final"
offer effective March 21, 1999.
The Department Heads and I have completed the evaluations of the 20 non -union managers and
supervisors in the past few weeks and I have also identified a problem with the City's salary
classifications of the two police lieutenants and assistant police chief. The salary for four of the
sergeants in the union will be higher on July 1, 1999 than the current salary classification range for
the lieutenants and assistant chief. In a review of the history of salary adjustments for the Fire
Department compared to the non -union salary range over the past seven years since our current salary
classification was initiated, the firefighters' salaries have been increased an accumulated 35.87% and
the accumulated salary ranges for managers and supervisors have only been increased by 17.50% (see
attachment prepared by Finance Director).

Ordinance No. 1309 includes the salary rates for all three union contracts for fiscal year 1999 and
fiscal year 2000 as approved by the City Council in approving each contract. The salary ranges in
this ordinance for non -union employees have been adjusted by 5% from the ordinance that you
adopted in September of 1998 which was also adjusted by 5% at that time. In addition, the City
Clerk and Assistant City Attorney positions have been placed in new ranges in accordance with our
factor -analysis system.
It is recommended that you adopt this ordinance so the ordinance will be in conformity with our
Union contracts and our salary ranges for non -union employees will reflect market adjustments.

Using a sample salary of $30,000 and applying the fire contract and the non union pay plan,
over time, the effects are shown above. The management salary is 15.6% less than the union salary.
The non union personnel receive no longevitiy adjustment.
The pay plan needs to be adjusted annually to keep pace with union contracts and market indicators.
Increases in the pay ranges do not result in pay increases for exisiting employees.
The pay plan needs to be adjusted for Calendar 1999 at least 5%.
