05. Low-Cost Evaluation of WWTP Capacity and Upgrade FeasibilityMEMORANDUM March_ 16, 1999 �0 To: Al Thelen, Interim City Manager From: Jim Hansz, Director of Public orks Subject: Low-cost Evaluation of WWTP Capacity and rgradeeasibility A short time ago in connection with the City Council discussion of extension of services to the Farris property, the Mayor asked whether the WWTP could be evaluated at a reasonable cost to identify capacities and upgrade potential. In response to the Mayor's inquiry, we have obtained engineering proposals from three consultants experienced with the BNR treatment process in use at the City's WWTP. The consultants are Stantec Consulting of Victoria who designed the plant, Morrison — Maierle who have assisted the City with numerous operations and maintenance projects at the plant, and Neil Consultants whose personnel were involved in the original design evaluation of the plant. We believe that all the consultants are, technically, able to perform an evaluation of the facility, but after reviewing the proposals, Joni and I agree that the proposal by Stantec will best meet our needs and provide the answers sought with the least burden on City staff. With this thought in mind we are prepared to begin working with Stantec to develope4 a detailed work scope, task schedule and budget. The budget that is required for this effort is approximately $10,000.00. This amount is available in the current budget due to very favorable operating experience to -date. The following questions need to be answered: • Does the City Council desire this work to be performed? • If so, this year or next? Please advise the direction to proceed on this matter.
