At their February 9' meeting, the Kalispell City -County Planning Board once again
addressed the selection of a "member at large". The Planning Board placed two names
in nomination, Mike Fraser and Richard Kuhl. The Planning Board unanimously
supported both candidates. The Board asked that the Council decide which one they
would like to recommend. The member -at -large must be confirmed by the Board of
Commissioners and City Council. Would you please schedule this confirmation as soon
as possible so that the new member can be seated for the March Planning Board
meeting. A copy of the applicants letters of interest are attached.

The Kalispell City Council, at their February 1, 1999 council meeting, voted not to confirm the
appointment of Jack Fallon as the Member at large candidate to the City County Planning Board.
As you know the 9' member of the planning board serves as the member -at -large. This position
can be filled by a resident living anywhere within the Planning Jurisdiction. The planning board
has the responsibility of nominating the individual. This person must be confirmed by both the
County Commission and the City Council.
The process now starts over. Please review the packet of names submitted in your January
Planning Board packet. I have listed the names, David Logan and John Parsons, to refresh your
memory. These names were taken from those in the community who had expressed a desire and
an interest in serving on your Board. In addition to those people who showed interest, the Board
can nominate anyone else from the jurisdiction who, in the Board's opinion will be an asset to
the Board.

I have just learned of a member -at -large opening on the Kalispell City -County
Planning Board. If it is allowable at this late date, I would like to be considered for this
position by the Planning Board.
My wife and I have lived at 867 North Main Street with our two children since 1982.
1 am currently employed as a mathematics tutor by School District Five. Prior to my
present job I worked two years as a carpenter for North Country Builders in Whitefish
and fifteen years for the U.S. Forest Service. I graduated from Pennsylvania State
University in 19W and have taken a year and a half of additional courses at the
University of Montana and FVCC.
My present community involvement is helping create an expanded Lawrence Park
as an active member of Friends of Lawrence Park. We helped build a large, enjoyable
park at considerable savings to the city. I ran for the state legislature in 1996. 1 was
defeated but the effort increased my knowledge of the problems and concerns people
in our community have.
Over the last year I participated in creating the draft of the Kalispell City -County
Master Plan 2020. This participation didn't make me a planning expert but did expose
me to a variety of ideas and opinions concerning the Kalispell and Evergreen areas. I
recognize that planning issues are often controversial but I believe I can maintain
good working relationships with people whose ideas differ from my own. If appointed,
will do my best to make fair, impartial decisions.
