08. Authority to Advertise for Bid - Rim Drive Heating System - WWTPN MEMORANDUM January 29, 1999 To: Al Thelen / Interim City Manager From: Jim Hansz, Director of Public Wo ks Subject: Rim Drive modification at WWTP At their last work shop, the City Council indicated their concurrence with staffs proposal to proceed immediately with construction of WWTP rim drive modifications. The item is scheduled for formal consideration at the February V meeting. The WWTP clarifier rim drives have been a chronic problem during winter months. Snow and ice prevent the drive wheel from gaining traction and then the sludge collection mechanism fails. Once this happens the plant operation is upset and biological process control fails. The clarifiers are the round units at the upper end of the plant. The drive wheel literally rolls around the concrete rim to provide drive force. The initial design provided for a roof, but this was deleted for reasons of cost, hence the current problem. Several attempts to correct the problem have failed; added weight, studded tires and other combinations of potential remedies have all failed. Our engineers, Morrison Maierle, have designed a heating system to keep the rim free of snow and ice. It consists of a boiler and closed loop piping embedded in the rim that is controlled by temperature sensors. The boiler is gas fired. An electric option was studied but life -cycle -cost analysis showed a competitive advantage for the gas unit after 1.4 years. The added first cost of the boiler is returned in energy savings after 1.4 years of operation. Estimated cost of this modification is approximately $30,000.00. Staff recommend proceeding as soon as possible and request authority to bid this project. Cost of this project will be covered within the scope of the currently approved budget.
