Subject: Rim Drive modification at WWTP
At their last work shop, the City Council indicated their concurrence with staffs proposal
to proceed immediately with construction of WWTP rim drive modifications. The item is
scheduled for formal consideration at the February V meeting.
The WWTP clarifier rim drives have been a chronic problem during winter months. Snow
and ice prevent the drive wheel from gaining traction and then the sludge collection
mechanism fails. Once this happens the plant operation is upset and biological process
control fails. The clarifiers are the round units at the upper end of the plant. The drive
wheel literally rolls around the concrete rim to provide drive force. The initial design
provided for a roof, but this was deleted for reasons of cost, hence the current problem.
Several attempts to correct the problem have failed; added weight, studded tires and other
combinations of potential remedies have all failed. Our engineers, Morrison Maierle, have
designed a heating system to keep the rim free of snow and ice. It consists of a boiler and
closed loop piping embedded in the rim that is controlled by temperature sensors. The
boiler is gas fired. An electric option was studied but life -cycle -cost analysis showed a
competitive advantage for the gas unit after 1.4 years. The added first cost of the boiler is
returned in energy savings after 1.4 years of operation.
Estimated cost of this modification is approximately $30,000.00. Staff recommend
proceeding as soon as possible and request authority to bid this project. Cost of this
project will be covered within the scope of the currently approved budget.

The City of Kafispo$i, Montana will receive sealed bids for Rim Drive Heafung System to rriat or exceed
the minimum specifications on file in Me office of the Department of PuUlc Works. -rho project generally
consists of, but is not necessarily limited to, the following majur items;
Installation of a radiant heating system for the rim drives at the Kailspell wastewater
treatment plant.
The Contract Documents, consistirg of drawings and Project Manual, may be examined or obTaineia at
the office of Morrison- M sierla, Inc- 1228 Whitefish Stage Road, Kalispell, Montana. Required deposit
of Fifteen Dollars 015.00) per set which is non-refundable.
In addition, the drawings and Project MAnual may also be examined at the following torations; Kalispell
City Hal(, 312 First Avenue East, Kalispell, Montana, and the office of the Consulting Engineer,
Morrison-Maierle, Inc., 1228 Whitefish Stage Road, Kalispell, Montana, The drawings and Project
Manual will also be availabie at the plans exchanges in Kalispell, Montana.
Bids will be received by the Clark of the City Council until 2t30 P.M,, March 5, 19SSAli bids will be
publicly opened and read aloud at 2,.30 P,k4,, March , 1999 in The Council Chambers of City Hall,
Kalispell, Montana.
Bids shall be addressed to the Clark of City Council, P.O. Box 1997, Kalispell, Montana 59903.1997
and entitled Rim
The successful Bidder will be assassed the Montana Contractor's withholding tax.
All Bidders shall, as bid security, accompany the bid with lawful money of the United States, a cashier's
check, certified check, bank money order, or bank draft, drawn and issued by a national bank located
in Montana, or by a banking corporation incorporated in Montana or a bid bond, or bonds, executed by
a surety corporation authorized to do business in Montana, in the amount of Teri Percent 110%) of the
amount bid. Any such bank instrument snall be payable to the City of Kalispell. If a Contract is
awarded, the Bidder whose bond is accepted and who shall thereafter refuse to enter into and execute
the proposed Contract, or provide sufficient oerforrriance security as stated in the covenant, shall
absolutely forfeit such monies or bank instrument;, to the City of Kafi&pall, and become irrimediately
liable on said bid bond in s6d sum.. The money, bank instrument or bid bond shall be returned to the
unsuccessful Bidders,
All bids must expressly covenant that if the Bidder shall be awarded the Contract, the Bidder shall
within ter. 001 days of the acceptance of said bid by the City Council, anted` into a Contract and give
good and sufficient bond to secure performance, the Bidder shall pay unto the City the difference
between the amount of the bid of said Bidder and the amount for which the City log2liv contracts with
ar:other party to perform said work if the letter amount is more than the former.
No bid shall be withdrawn after the opening of the bids for a period inf sixty 160) clays after the
scheduled time of receiving the bids without the consent of the City Council.

The City will accept the lowest responsible bid, but the City reserves the right to reject any and all bids
or to waive any technicality or informality and accept any bid which may be deemed in the best interest
of the City. The City, in consideration of all bids, shall observe Section 18-1-102, et, -seq., MCA

The successful Bidder shall be required to furnish to the City evidence of publio liability and property
damage insurance in the minimurn amount of $750,000 for each claim and. $1 .5 million per occurrence,
and shall, for the purpose of this Contract with the City, name the City of Kalispell as an additional
insured on said policy while performing work ujider City Contract,
