SUBJECT: Used Tandem Axle Dump Truck Bid
MEETING: January 22, 2013
BACKGROUND: Bids for two used tandem axle dump trucks were opened on Thursday, December 20,
2012. The procurement scope included the purchase of up to two used tandem axle dump trucks to be
used by the Street Division for annual maintenance and construction activities. Bids were received by
two companies, L & M Truck Sales and Western States. The bid received from Western States did not
include a Bid Bond and was not eligible for consideration.
Pre -purchase third party inspections have been completed by B&B Truck Service, Inc. on two
International 7400 vehicles. Based on the findings of the pre -purchase inspections and bid evaluations,
approval of the following bid is recommended:

FISCAL EFFECTS: The purchase will be funded by the Special Streets Fund. A total of $150,000 has
been budgeted for this equipment investment. Special Streets equipment purchase and replacement
approved requests for FY 12/13 were for:
1. Two new/used 12-yard tandem trucks for $150,000
2. A leaf machine for $45,000
After receiving the bids and reviewing the FY 12/13 equipment replacement priorities and budgets, my
recommendation is to purchase the two tandem dump trucks as bid, and pay for the cost difference by
postponing the purchase of the leaf machine to future budget years. The leaf machine budget can then be
re -appropriated toward the purchase of the two tandem trucks.
The Street Division has established the purchase of the two tandem axel dump trucks as the top priority
based on the overall scope of the truck use (hauling snow, asphalt, leaves, and gravel). Required repairs
to the leaf machine during this past fall will allow us to extend its service life past the original budget
replacement request, thus freeing up resources to fund the dump truck purchase.
ACTION REQUESTED: Motion to award the bid for two used 2006 International 7400 Dump Trucks
to L&M Truck Sales Inc. in the amount of $174,296.
ALTERNATIVES: As suggested and approved by the City Council.
