Approved September 25, 2012 IFAC Minutes: Jeff Zauner made motion to approve minutes and the
motion carried.
Continuation of Review August 2010 and September 2012 Water Impact Fee Report:
Chad Graham requested time to discuss impact fees in general and asked if there was a reduction in one
segment of impact fees could it be applied to another. Chad also asked for some latitude on impact fees to offer
incentives for new growth.
Jason Mueller asked "what percentage of the rates are going towards costs and what percentage of impact fees
are going towards costs". Paul Burnham suggested that figure was 36% or 64% ratepayer versus 36% new
growth.
Paul Burnham suggested Cabela's is a perfect example of the dynamics that impact fees create. Five years
ago Cabela's would not been able to go there as there was not sufficient fire flows, sewer capacity or water
capacity available. Since then a 2 million gallon water tank was added and improvements to the Grandview
lift station and a new line added from the lift station to Meridian. These improvements were paid solely by
impact fees.
Paul Burnham suggested to committee members that prior to voting on the September 2012 Water Impact Fee
Report to look at chapter 1 of the study and acknowledge the revised growth rate, the revised boundaries, the
current water commands, the proposed planning horizon (2035), the updated capitol improvement plans and
the key financial assumptions.
A motion was made by Chad Graham to adopt the new water impact fee amount of $2,567.00. The motion
carried.
