This is an application for the opening on the Police Commission. I, Colin C.
Andrews, a resident of the city of Kalispell, residing at 484 Two Mile Drive,
am interested in applying for service on the Police Commission. I was born
and raised in Montana and have been in business in Kalispell for 32 years.
have always been interested in the community and served on numerous
volunteer organizations including the J.C.'s, the Kiwanis, the Life
Underwriters, the American Heart Association, and the United Way. I am
now serving as a Board of Director for the Kalispell Golf Association and an
Ambassador for the Kalispell Chamber of Commerce. I would like you to
know that I am interested in the police department and the community
progressing forward.

It is my understanding that the "application" process for filling a vacant position on the Kalispell
Police Commission has been extended by the City Council, and I am writing today to express my
desire to be considered for that vacancy. I believe I fully understand the functions and statutory
duties of the Commission after having read the codes governing said duties, and having discussed
them briefly with Chief of Police, Frank Garner.
My past association has been with state and county offices and I have not previously been
involved at the city level, but have become more interested in pursuing such involvement in the
past several months. This vacancy appears to be timely for me at this point in my life and career.
As general background and personal history, I was born in Glendive, Montana, attended college
at Eastern Montana College (now known as University of Montana, Billings). and have resided in
the Flathead since 1976 and within the City of Kalispell since 1989. I've been involved in retail
sales and politics all my life. I took office as Flathead County Clerk of District Court in 1993
and will be filing for my third term in the upcoming year. I have acquired a great deal of
expertise in administration and management of a staff and consider this facet of my job a favorite
responsibility.
I feel as though I could serve the City of Kalispell well and would like to be considered for
appointment on the Kalispell Police Commission. If you need additional information, please feel

My name is Chris Degenhardt and I am writing to you in response to the newspaper ad asking for
community members to serve on the police commission board -
I have been living in Kalispell for the past 20 years. Throughout this time I have worked as a
Certified Medical Assistant. Currently I am working for an OB/GYN physician. I am married and
have one child, a daughter.
I am interested in serving on this board as I feel protection of our children depends on the
combined efforts between the community, and the Kalispell Police Department. I would like to
contribute to the community in this way.

I have oeen advised by the Flathead County
Clerk and Recorder thatmy seat or. the Flathead County B5aiid
Taste Board will expire on January 1, 2000. So,
you will have to appoint another councilman to replace me.
I suggest Councilma n Ron vanNatta, re has the type of back-
ground that would fit well on that ooard. But whoever you
appoint I will oe glad to turn over to him my files
accumulated during my tenure on the 3oard. It is an inter-
esting assignment.
At the same time I would like you to consider
appointing me to the vacancy on the City's soli--e Commission.
I feel that with my uackground in law enfordemtnt I could
very adequately serve in that capacity. My credentials are:
(1) After my graduation from the School of -aw of Gonzaga
University in 1941 I joined the Federal Bureau of Investigation
as a Special A rent. I served in that capacity for twenty
seven years; almost twenty of those years was as a Resident
Agent out of the 3utte office in Kalispell. During the period
from 1947 to 1968 1 wus a oualified olice instructor
in general and legal suttgects and as a. firearms instructor. I
was ev4ryactive in the formation of the yaw Enforcement
Academies in both-ontana and ldahoand taught regularly
in ooth those schools regularly until my retirement in 190'8.
(2) Following my retirement from the F3I I entered private
law pva:ctice in Kalispell with Forrest ockwood and "4arshall
Murray. Shortly thereafter I was appointed the City Attorney
for j;alispe ll by the late Mayor La rry 3 j orne oy and served
the city as a part-time City Attorney wile also carrying on my
private law practice. In 1977 when the duties of the City
Attorney had expanded I quit my private law practice and was
.11spell's first full-time city Attorney. I served in
that capacity until January 1, 1982 when ; resigned upon
the election of 11a:;or LeRoy McDowell. Shortly thereafter Justice
of reace Vary Reidell died and I filled out the remaining
nine months of her term as "ustice of the leace for-lathead
County. I did not runfor election.

(5) I was elected to the "alispell City Council from jTard #2
in 1995 and have served four years iL that calacity. You
have oeen able to observe my service for the past two
years.
I feel that my long and .varied experience in law
enforcement makes me particularly qualified to serve on the
Kalispell roli--e Commission. You will recall that it is
directly '.he result of my "nagging" that the j olic e
Commission has again become active and is serving its proper
duties after many years of neglect oy the prior ci-ty
administration.

woman of 48 years old. I am now in my second year of the Criminal Justice
Cource at FVCC and I am seeking a degree in Criminal Justice. I have taken all of
the Criminal Justice cources offered there . These courses are Criminal
Proceedure, Courts Seminar, Corrections, intro to Criminal Justice, Juvanile
Delenquency, Criminology, Interpersonals Relations , Psychology and more that
do not pertain to Criminal Justice. So I am somewhat familiar with the Criminal

I was a police officer for the City of Kalispell for twenty years and retired in 1987. I am a life-long
resident of the city of Kalispell and still reside at 82 Grandview Drive. During my time with the
police department I became quite familiar with the responsibilities and duties of the commission.
During my time on the department, and since my retirement, I have been a polygraph examiner.
Although polygraph is no longer used for pre -employment, my thousands of interviews have given
me an ability to make informed decisions on hiring and other matters. Since I have my own business,
I am able to schedule my appointments and would be able to serve when called upon.

i have heard of the opportunity to serve the city as a member of the citizen
police commity. I would like this correspondence to serve as my letter of
interest/application.
As a resident of Kalispell, I am interested in how our law enforcement works
with us. I have had the chance to work with the QRU{SWAT team several
times by acting as a bad guy. This has helped me understand the stress
they deal with on a minimal level. Also, I will be running again for the
position of Justice of the Peace for Flathead County.
I would greatly appreciate the opportunity to serve the city in this capacity.

INTERLOCAL GOVERNMENT AGREEMENT
THIS AGREEMENT is made and entered into by and between FLATHEAD
COUNTY SCHOOL DISTRICT NO. 5 KALISPELL (hereinafter the "District") and
the City of KALISPELL, MT, a municipal corporation (hereinafter the "City").
The purpose of this Interlocal Government Agreement is to provide
police officers for security purposes at District's Events.
2. Term. This agreement shall become effective on the 1 st day of July,
2000 and shall remain in effect until terminated June 30, 2005,
unless terminated sooner by one of the parties under Paragraph` 49
hereof.
3. No separate legal entity is created by this agreement.
4. Obligations of Parties.
a. City's Obligations. The City shall provide police officers for
security purposes at District's events, as requested,
including, but not limited to, athletic contests. The security
personnel provided shall be employees of the City. The City
shall be responsible for payment of the salary of said
security personnel and all other employment expenses such
as workers compensation and unemployment insurance.
The police officers shall be considered employees of the City
at all times during their service as security personnel at
District events.
b. District's Obligations. The District shall pay the City the
amount of $28.00 per hour for each police officer assigned to
a District's event; provided, however, that in the event that
the City must assign officers to a particular event because
no officers will volunteer for that event, the City shall be paid
a minimum of three hours per officer for that event. Said
payment shall be made within 30 days of the receipt by the
District of an invoice for services rendered.
5. a. The CITY will protect, indemnify and defend the School
District from any claims or allegations of liability, negligence
or other wrongful act arising out of police officers' actions at
DISTRICT events.

b. The DISTRICT will protect, indemnify and defend the CITY
from any claims or allegations of liability, negligence, or any
other wrongful acts arising out of actions of the DISTRICTS'
employees or officials at DISTRICT events.
6. Either party may terminate this Agreement by giving the other party
written notice at least thirty (30) days prior to the date of
termination.
7. No real or personal property will be acquired under this Interlocal
Government Agreement.
