Kukulski, City Manager Board Appointments for the Kalispell City -County Planning Board January 3, 2000 BACKGROUND: Two appointments for the Kalispell City -County Planning Board are made by the mayor and city council at the end of each year. Enclosed with this are all letters of interest received by our office. These include the current city appointees, Rob Heinecke, (City Mayoral Appointee); and Donald Garberg, (City Official Appointee). Also attached are letters of interest from city residents Richard Kuhl and John Parsons. At the January meeting, the board will elect a member at large which will need to be confirmed by both the council and the commissioners, which will likely be before the council at the January 14, 2000 meeting. RECOMMENDATION: These board appointments should be made at the above referenced meeting so that these members will be seated for the January 11, 2000 regular planning board meeting. Please submit this letter to the Kalispell City Council. My wife and I have lived at our North Main address for 18 years. We raised our two children here and plan on retiring here. Kalispell is a nice place to live and I would enjoy the opportunity to contribute to its future development. I am employed as a mathematics tutor at Flathead High School by School District 5. 1 graduated from Pennsylvania State University in 1960 and have taken almost two years of additional college courses at the University of Montana and FVCC. I read and understand written reports of a technical nature in a short amount of time. My concern for Kalispell's future is illustrated by my volunteering my time for over nine months during 1998 and 1999 as a participant in the updating of the current Kalispell City County Master Plan. I believe the other participants will agree that I was able to share my ideas and concerns without making personal comments or getting angry at people with different viewpoints. I work well with others in a group. I have also been active in developing Lawrence Park as a member of Friends Of Lawrence Park. As an officer in this group I am proud of our efforts to create a working partnership with the city. This partnership allowed a lot of work to get done in the park at a greatly reduced cost to the city. I believe in planning but also recognize that no plan can cover all future situations. If appointed I will work hard to judge each proposal on its own merit. I have both the ability and the desire to do the work necessary to be an informed member of the planning board. I am very familiar with the regulations, policies, procedures, and responsibilities of Planning Boards and would like the opportunity to bring my experience to you through the Board. I began working in the planning field in 1979 in Maricopa County, Arizona. I moved to California in 1989 to work with the City of Lancaster's Planning Department. (2) Subsection (1)(e) does not apply if there is no member of the board of supervisors of a conservation district who is able or willing to serve on the city -county planning board. In such case, the ninth member of the city -county planning board shall be selected by the eight officers and citizen members hereinabove provided for with the consent and approval of the board of county commissioners and the city council. (3) Vacancies occurring in citizen members on the city -county planning board at the end of a term shall be filled alternately by the mayor and the board of county commissioners represented on the board, commencing with the mayor. (4) In the event more than one city is represented on a board, the representation and appointments to be made by the respective cities and counties shall, be by agreement and rule of the board.
