BACKGROUND: Kalispell Police Department has received Local Law Enforcement Block Grants
for the past 4 years. There are specific statutory provisions for the use of these funds. They may not
be used to supplant other funds already budgeted by local government.
We have received a 1999 Local Law Enforcement Block Grant in the amount of $9,073.00 (nine
thousand seventy three dollars). The grant requires a match from the city in the amount of $1,008.00
(one thousand eight dollars) that has already been identified in our budget.
The funds from the Local Law Enforcement Block Grant will be used to purchase essential public
safety equipment, including "Stop Sticks" for every patrol unit. An advisory panel (established by
statute) will make recommendations on the equipment purchases.
RECOMMENDATION: I recommend the Council adopt a resolution to accept the 1999 Local
Law Enforcement Block Grant in the amount of $9,073.00 (nine thousand seventy three dollars). The
Council additionally needs to adopt a budget amendment to provide budgetary authority for
expenditure of the funds.
FISCAL EFFECTS: An additional $9,073.00 in revenue.
ALTERNATIVES: As suggested by the City Council.

RESOLUTION NO. 4532
A RESOLUTION TO AMEND THE ANNUAL APPROPRIATIONS OF THE CITY OF
KALISPELL, MONTANA, AS SET FORTH IN THE 1999-2000 BUDGET ADOPTED BY
THE CITY COUNCIL FOR THE LOCAL LAW ENFORCEMENT BLOCK GRANT PROGRAM.
WHEREAS, the annual appropriation for the Local Law Enforcement
Block Grant Program is a federal grant received
subsequent to the adoption of the Fiscal 2000 budget, in
accordance with M.C.A. 7-6-4120, and
WHEREAS, the source of funds is federal money passed through the
U.S. Department of Justice, Bureau of Justice Assistance,
in the amount of $9,073.00 with a local match of
$1,008.00, and
WHEREAS, the Kalispell Police Department is a recipient of a Local
Law Enforcement Block Grant in the amount of $9,073.00,
and
WHEREAS, the Kalispell Police Department has the available funds
in its Fiscal 2000 Budget to match the $1,008.00
additional funds needed, and
WHEREAS, the appropriate fund would be the General fund, Local Law
Enforcement Block Grant with the appropriate expenditure
line item for essential public safety equipment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. That the appropriation for the Local Law
Enforcement Block Grant in the amount of
$9,073.00 be granted.
SECTION II. This Resolution shall become effective
immediately upon its passage by the City
Council.

THE CITY OF KALISPELL, THIS 18TH DAY OF JANUARY, 2000.
