The Kalispell Fire Department did 67 building inspections in the month of February. Out
of the 67 inspections 4 resulted in call back actions to be taken by the Fire Marshal.
Also, the fire Marshal did fire extinguisher demonstrations and in -services at the
Hampton Inn and at the Kalispell Dialysis Center for their respective talks.
The Fire Marshal also inspected the Juvenile Detention Center to make recommendations
for fire safety at the center. The Fire Marshal also did inspections at three different day
care centers for recertification by the State.

COMMENTS FOR THE MONTH OF FEBRUARY 2000
BuildingActivity: ctivity: Building activity in February was about the same level as it was in
January. Construction started on four new single family homes and on two new duplexes
in South Meadows. Montana Gold Bullet started the superstructure on the addition to its
business on 18`h Street East. The King Buffet opened its restaurant in the former Burger
King building on West Idaho. Swank construction remodeled the interior of several
spaces in the Gateway West Mall. The remodeled space will be a temporarily occupied
by Stream until improvements are made in the former Drug Fair space.
Zoning: Activity in February was fairly light. We have entered into a conditional
agreement with the Hampton Inn on a resolution of the floodplain violation created by
their culvert. We have also ordered updated aerial photos of the Kalispell area through
the Forest Service.
Personnel: Paul is on vacation and will return March 6, 2000.
General: Several projects are still pending. Waterford brought in drawings to be
reviewed. Westgate seniors 24 unit is ready to be issued. Hawthorn's 70 unit motel,
Joanne's Fabrics, Smith's, Edgewood Assisted Living, Stream and Brookstone Square are
pending.

i Parks & Recreation Highlights:
• ISTEA Trails swept and ready for public use;
• Ice Skating at Woodland Park closed for season: 62 days of
skating this Winter.
ISTEA•
1. Woodland Park DREAM Phase III completed. The new path is well
received by joggers, walkers, other Woodland park visitors.
2. Design for Phase II North Main/Lawrence Park approved by MDT,
Bridge Design underway. Environmental review continuing.
(relocated site for river crossing). River easement
proceeding. Cultural review scheduled.
3. Meridian Road Walkway - Project is finalized.
4. Meridian Trail Connector/Highway 93 to KYAC Trail, approved
by MDT. Consultant selection process starting. DBE is set
at Oo.
Begq Park Master Plan: Completed for Fiscal Year 1999. Irrigation
estimates completed. Will continue in Spring 2000.
Lawrence Park: Irrigation project completed for remainder of high
use area. Planted eight replacement trees.
Thompson & Peterson Fields: Ordering new bleechers.

• sidewalk snow removal at various City owned site: City Hall,
Library, Hockaday, Community Development, Depot Park,
Woodland, Woodland Trails, Lawrence Trails, City Sidewalks;
• remove snow from lagoon several times, and manicure edges of
lagoon for maximum ice freezing;
• sand and paint picnic tables (90 table & 25 benches);

Ice Skating. As winter winds down, the seniors are hurrying
to get in the last of those skies and snowshoes of the season.

Highlights of monthly activity for the operating divisions of the Public Works
Department for the month of February 2000 are as follows:
ENGINEERING DIVISION
■ Completed a ROW permit for the US 93 South project so that MDOT can install access
points for Rosauers and the south parcel.
■ Met with KRMC regarding their projects for the hospital.
■ Met with developer's representative for the Public Services Center on Appleway to review
their planned activities.
■ Continued to provide support to the Site Review Committee.
■ Met with architect to review preliminary draft of City Hall space needs analysis.
■ Met with representative of School District 5 to discuss areas of mutual concern and interest.
■ Met with City Manager and owner of Little Big Man Pizza regarding their food supplies
cooler that is located in the ROW of Washington Street.
■ Met with representatives of TD&H and Black & Veatch regarding the facility planning
effort.
■ Met with representatives of Eagle Transit regarding a potential joint project for vehicle
storage.
■ Began preparation of an overlay and chipseal project list for Urban System roadways that
may be done by MDOT under their proposed pavement preservation program.
■ Continued preparation of preliminary budget package.
■ Finished plotting quarter section utility line worksheet books for Water and Fire
Departments. (Seventy-four 24"x28" engineering quality sheets).
■ Finished plotting quarter section utility line orthophoto updates for Public Works
Department. (Twenty-three 24"x28" display quality orthophoto sheets).
■ Finished plotting quarter section utility line orthophoto set for Flathead County Office of
Emergency Services. (Fifty-seven 24"x28" display quality orthophoto sheets).
■ Finished plotting four 57"x36" water line/hydrant maps for the Fire Department, I.S.O.
Insurance Raters and State Farm Regional Office.
■ Began working on Department of Commerce (Census Bureau) boundary and annexation
updates.
ENGINEERING DIVISION continued...
■ Conducted elevation surveys in Gateway West Mall and City Shop areas.
■ Reviewed development/platting submittals for: Bee Hive Homes Assisted Living Facility
and Appleway Office Complex.
■ Continued to prepare plans and specifications for the Year 2000 Sidewalk Replacement
Project.
■ Negotiated with Carver Engineering to furnish engineering services for the MACI Sidewalk
Funding Proposal.
■ Reviewed plans to extend utility services to properties on North Meridian Road.
■ Updated City Special Assessment Records for County.
■ Completed Year 2000 sidewalk drawings.
■ Responded to inquiries on City Specials.
■ Set up computer for Signs & Signal Department.
■ Trouble shooting — various computer problems in all Departments.
■ Assisted City Surveyor with elevations.

■ Repainted Fire Dept. truck for the Parks Department.
■ Fabricated and installed guard for beacon on the new CAT Loader.
■ Replaced hydraulic pump on garbage truck.
■ Replaced broken out window in the boom truck.
■ Replaced cutting edge on Water Department snow plow.
■ Repaired air brakes and packer switch actuator on the garbage truck. Working on the
transmission for the Solid Waste garbage truck.
■ Repaired brakes and springs on the ice melt truck.
SANITARYISTO"SEWER DIVISON
■ Continued video and jet cleaning of sewer lines Monday through Thursday.
■ Performed weekly maintenance of sixteen lift stations each Friday.
SOLID WASTE DIVISION
■ Delivered 8 containers to new customers: 8 -100 gallon, 0-400 gallon, 0-300 gallon.
■ Repaired 2 containers and responded to 3 violations.
■ Continued weekly garbage service.
■ Continued weekly alley cleanup.
■ Began training Street Department's crew on side -arm garbage truck.
STREET DIVISION
■ Plowed and de-iced City Streets.
■ Assisted the Solid Waste Division with alley plowing and cleanup.
■ Cross training Solid Waste operators.
■ Hauled snow.
■ Completed numerous cold mix patches and equipment maintenance.
WATER DIVISION
WATER PRODUCTION & STORAGE:
■ Produced 58 M gallons of water: 12 M gallons upper zone and 46 M gallons lower zone.
■ Injected 126 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine
residual of 0.22 PPM throughout the system.
■ Continued routine maintenance on all pumps, motors, chlorination equipment, grounds,
buildings, controls, testing, and record keeping.
■ Received sand filter equipment for Grandview well.
■ Installed eye wash equipment in chlorine rooms.
■ Installed safety windows in the Army, Depot, and Buffalo Hill chlorine rooms.
■ Completed trim work on the chlorine rooms.
■ Prepared preliminary budget data.
■ Installed backflow preventors and wash down hoses in the chlorine rooms.
■ Flow tested hydrant for the Engineering Department.
■ Changed the oil and filters in all the generators.
■ Repaired oil leaks on the booster pump generator.
■ Met with Rod Murrer from Blackfoot Telephone Company on site to identify possible
locations for cell phone equipment at the water tower.
■ Replumbed irrigation system for the Depot Well to make it vandal proof.
WATER CONSTRUCTION AND SYSTEM REPAIR:
■ Tagged 76 delinquent accounts on the West Side of Kalispell.
■ Completed 46 work orders during the month February.
■ Assisted the Street Division with snow removal.
■ Checked fire lines.
■ Repaired or replaced defective meters.
TRAFFIC SIGNS & SIGNALS DIVISON
■ Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions,
and Airport lighting.
■ Fabricated and mounted a new sign for the Parks Department at Depot Park.
■ Fabricated and installed four signs at City Hall for employee parking.
■ Replaced dead time clock at Main/llth Street.
■ Replaced school zone and pedestrian crosswalk signs with the new high visibility signs.
■ Mounted shelves in the Public Works Building.
■ Checked into buying safety vests for the Public Works employees.
■ Provided 37 hours of support to MDOT for sign and signal repairs in NW Montana at the
following locations: Idaho/Meridian, Hwy 93 N/Conway Drive, Hwy 2 E/East Evergreen,
Main/llth Street, Hwy 2 E/Hwy 40, Hwy 93 N/West Reserve, Hwy 2 E/East Reserve, Hwy
93 N/West Wyoming, Hwy 2 East/Walmart, Main/Center, and Idaho/4th Avenue EN.
WASTEWATER TREATMENT DIVISION
■ 135 Work orders were completed during the month of February.
■ 384 Lab tests were performed during the month of February.
■ 24 Loads of sludge were hauled during February.
■ 116,645 pounds of bio-solids were pressed.
