MEETING DATE: April 17, 2000
BACKGROUND: The City prepares a Salary Ordinance periodically for Council's
approval. We overlooked preparing a new ordinance after adoption
of the Police Contract last fall. This ordinance will correct that
oversight. Additionally, we need to address the non -union salary
schedule which we do each year. The need is more urgent this year
because of compression problems caused by the police contract. We
have found it necessary to move the police lieutenant's salary range
from 111 to 112 and the assistant chief s from 112 to 113. We could
not provide for annual cost of living or merit raises for these folks
because they were at the end of their old range. This problem is
compounded by the fact that the union sergeants are currently
making more money than the non -union supervisors. In fairness to
these individuals we have adjusted their ranges one step .We have
also moved the Parks Director range one step to keep the department
heads above the supervisors. ( Does not effect Mike's salary). This
is also justified by the fact that the Parks Director job has evolved
over the last nine years since the first pay study. As part of the
annual matrix revision all of the ranges have been moved upwards by
3%. This does not give anyone a raise. It simply keeps the matrix
current and would affect the entry level salary for new hires. On the
high end it gives the manager the ability to offer a merit raise, based
on evaluations, to those management staff who are at the top of their
range due to longevity or compression (police and fire).
RECOMMENDATION: Adoption of this Ordinance.
FISCAL EFFECTS: Adoption of the Ordinance itself does not have a fiscal effect.
ALTERNATIVES: As suggested by Council.

ORDINANCE NO. 1353
AN ORDINANCE AMENDING ORDINANCE NO. 1334, FIXING THE LIMITS OF THE
SALARY AND COMPENSATION OF THE CITY OFFICIALS, SUPERVISORS, AND
EMPLOYEES PURSUANT TO TITLE 7, CHAPTER 4, PART 42, M.C.A., COMMENCING
ON THE DATES INDICATED HEREIN, AND REPEALING ALL OTHER ORDINANCES
IN CONFLICT THEREWITH.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. The salaries and compensation of City Elected Officers for the period
beginning January 1, 2000, are hereby established as set out in §I on Exhibit "A",
attached hereto and which, by this reference, is made a part hereof. Appropriations
shall be made to pay same when due.
SECTION II. The salaries and compensation ranges of City Appointed Officers,
Supervisors, and Employees for the period beginning July 1, 2000, are hereby
established as set out in §§ II on Exhibit "A", attached hereto and which, by this
reference, is made a part hereof. Appropriations shall be made to pay same when
due.
SECTION III. Longevity increments and medical insurance premiums shall be paid
as provided by law, contract or as directed by the City Council. The annual service
anniversary date for all Employees is July 1 st of each year; however, an Employee
must have at least six months continuous employment by the City before being
considered to have one year longevity.
SECTION IV. This Ordinance shall be in full force and effect as regularly provided
by law; salaries and compensation provided for under Sections III through VI shall
be paid commencing as designated in the respective sections.
SECTION V. All prior salary and compensation ordinances of the City and any
ordinance or parts of ordinances in conflict herewith are hereby repealed.
PASSED AND APPROVED BY THE CITY COUNCIL OF KALISPELL AND SIGNED BY THE
MAYOR THIS 1 ST DAY OF MAY, 2000.
