SUBJECT: Resolution Authorizing TSEP Grant Application
MEETING DATE: May 1, 2000
BACKGROUND: At the direction of the City Council, the administration has engaged the
services of Neil Consultants to assist in preparation of a Treasure State Endowment Program,
(TSEP) grant application. The purpose of the grant is to extend water and sewer utilities from the
vicinity of Four Mile Drive at US Highway 93, north to Reserve Drive in order to eliminate
failing on -site sewage disposal systems and to improve water services to the area. A mandatory
requirement of the TSEP grant process is City Council authorization, by Resolution, of the
application submittal. The attached resolution is in response to this requirement and must
accompany the application.
RECOMMENDATION: Approval of the authorizing resolution.
FISCAL EFFECTS: Potential expenditure of matching funds in an amount not known at this
time.

RESOLUTION NO. 4556
A RESOLUTION AUTHORIZING AN APPLICATION TO THE MONTANA DEPARTMENT OF
COMMERCE FOR FINANCIAL ASSISTANCE FROM THE TREASURE STATE ENDOWMENT
PROGRAM AND COMMITTING TO PROVIDE MATCHING FUNDS.
WHEREAS, the City of Kalispell is applying to the Montana Department
of Commerce for financial assistance from the Treasure
State Endowment Program (TSEP) for the purpose of
installing water and sewer utilities adjacent to U.S.
Highway # 93 North from Four Mile Drive to Reserve Drive;
and
WHEREAS, the City of Kalispell has the legal jurisdiction and
authority to construct, finance, operate and maintain said
utilities.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. That the City of Kalispell agrees to comply with
all State laws and regulations and the
requirements described in the 2000-2001 TSEP
Application Guidelines.
SECTION II. That the City of Kalispell commits to provide
the matching funds as proposed in the TSEP
application.
SECTION III. That the City Manager is authorized to submit,
on behalf of the City of Kalispell, the TSEP
Grant Application to the Montana Department of
Commerce, and to act on behalf of the City and
provide such other additional information as may
be required.
