Kukulski, City Manager SUBJECT: Monthly Activity Report for N FROM: Jim Hansz, Director of Public DATE: June 9, 2000 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of May 2000 are as follows: ENGINEERING DIVISION ■ Continued research into water metering alternatives and met with Flathead Electric to discuss potential options for joint metering. ■ Supported a community information seminar concerning downtown streetscape design alternatives that have been successfully used in other communities. ■ Met with Schwarz Engineering to discuss access options for properties near Kelly Road intersection and south of Daley Field. ■ Installed a temporary traffic signal to serve the new Rosauers store. ■ Reviewed Sunnyview Lane realignment proposal with R. Peccia & Assoc. who are design engineers for the hospital project. Met on two occasions. ■ Met with Fairway Blvd. Homeowners association to discuss requirements for obtaining separate sprinkling water metering. Met on two occasions. ■ Discussed ROW requirements for Meridian Road project, vis a vis the fairground, with the fairground manager. Also discussed issues with concerned citizen who visited office. ■ Supported a project meeting with representatives of Waterford project to settle remaining outstanding issues. ■ Attended a TEA 21 progress meeting led by Sen. Baucus and outlined a number of City concerns and suggestions for improving the administration of the program. ■ Continued support of space needs analysis and the development of improvement alternatives. ■ Supported a CFBF sponsored information meeting for City Council concerning the costs of growth and development. ■ Continued effort to develop a potential joint -use bus barn / equipment storage facility with Eagle Transit. ■ Sidewalk Replacement Construction Project began on May 31,2000. ■ Second Alley East Sewer Replacement Project Plans & Specifications are complete. ■ Completed miscellaneous sidewalk inspections, measurements, etc. with the Project Manager. ■ Updated Topo for the 2nd Alley East Sewer Improvement Project. ENGINEERING DIVISION continued... ■ Posted $3165.10 of annual revenues. Updated and maintained Special Assessments database and provided Greenacres map for the City Surveyor. Provided various ownership information to City departments. ■ Completed plotting quarter section utility line orthophotos for the Building Department. ■ Responded to miscellaneous R/W questions. ■ Assisted the Street Division with surveying and grade setting on three alleys. ■ Continued research at the Courthouse for map expansion. ■ Continued field control surveys in Sections 29 and 30. OFFICE AND STAFF There were 6 emergency call -outs for the month of May: �z ■ Water Division - 2 ■ Sewer Division - ■ TSS Division - 3 ■ Street Division - ■ WWTP - 1 ■ Total - 6 CENTRAL GARAGE 97 repair orders were completed during the month of May: ■ Police - 20 ■ Streets - 17 ■ Fire - 9 ■ Garbage - 11 ■ Others — 40 ■ Total - 97 ■ Continued regular maintenance of City vehicles and machinery. ■ Responded to numerous road calls. ■ Installed bed liner in Police Pickup. ■ Replaced hydraulic cylinder on Sewer truck. ■ Replaced hydraulic hose on Garbage truck. ■ Replaced hydraulic motor solenoid on the Elgin sweeper. ■ Replaced all the brakes on the Public Works Van. ■ Repaired the wiring and replaced proximity switch on the sweeper. ■ Repaired fuel leak and hydraulic leak on the garbage truck. ■ Replaced hydraulic pump hub and broken crankshaft pulley on the Water Department backhoe. ■ Repaired broken differential in the garbage truck. SANITARY/STORM SEWER DIVISON ■ Continued video and jet cleaning of sewer lines Monday through Thursday. ■ Performed weekly maintenance of sixteen lift stations each Friday. SOLID WASTE DIVISION ■ Delivered containers to new customers: 4 -100 gallon, 0-400 gallon, 3 -300 gallon. ■ Repaired 7 containers and responded to 3 violations. ■ Continued weekly garbage service. ■ Continued weekly alley cleanup. ■ Street Division still assisting with alley cleanup. STREET DIVISION ■ General sweeping and flushing of City Streets. ■ Prepped various alleys for paving. ■ Prepped and patched cut out on 5th Street East. ■ Patched utility cut on 5th Avenue WN. ■ Ground paint strips off Hwy 93 South and saw cut for loops for the traffic signal at Rosauers. WATER DIVISION WATER PRODUCTION & STORAGE: ■ Produced 98 M gallons of water: 23 M gallons upper zone and 75 M gallons lower zone. ■ Injected 205 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.24 PPM throughout the system. ■ Continued routine maintenance on all pumps, motors, chlorination equipment, grounds, buildings, controls, testing, and record keeping. ■ Installed sewer lift station at Noffsinger Springs replacing non -operating (abandoned) septic system. ■ Received shipment of 1120 gallons sodium hypochlorite. ■ Conducted annual water testing. ■ Contractor repaired the roof at the Armory Well. ■ On May 51h lighting struck nearby the water tower and did considerable damage to the radio telemetry controls and alarm system. Repairs are in progress. WATER CONSTRUCTION AND SYSTEM REPAIR: ■ Tagged 53 delinquent accounts on the East Side of Kalispell. ■ Completed 94 work orders during the month May. ■ Repaired meters for the Parks Department. ■ Assisted the Street Division with alley cleanup. ■ Repaired water service at 81h Avenue EN and Washington Street. ■ Repaired curb box at 620 6th Avenue East. ■ Removed old fire hydrant at 41h Avenue West and 1" Street West. ■ Assisted Street Division with patching. ■ Made a 6xl water tap at 107 Northern Lights Blvd. ■ Repaired water main at 108 Northern Lights Blvd. And completed a 6x1" water tap. ■ Repaired leaking valve at 3rd Avenue East and 121h Street East. ■ Started marking valve boxes for overlay project. ■ Completed two 6xl" taps at 1713 5th Avenue East. WATER CONSTRUCTIONAND SYSTEMREPAIR continued... ■ Completed an 8xl2" tap at Smith's Food. ■ Repaired an 8" box top at the West End of Liberty Street. ■ Dug sewer line at Lawrence Park. ■ Hauled crushed aggregate to the City yard for stockpile. TRAFFIC SIGNS & SIGNALS DIVISON ■ Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, and Airport lighting. ■ Reconfigured the program for our hand wired fire pre-emption on the signals. Entered the new program into the controllers. Tested them and everything seems'to be working fine. ■ Installed more school zone pedestrian signs. We are approximately 50% complete with this project. ■ Worked on temporary traffic signal located at Rosauer's and Hwy 93 South. ■ Installed temporary traffic signal at Rosauers: ■ Poles, span wire, heads installed by Contractor. ■ Set and wired controller and power supply. ■ Turned the traffic signal light from flash on Tuesday, May 16ch ■ Mounted the luminaires at the new Rosauer's traffic signal. ■ Installed the opticom system at the Rosauer's traffic signal. ■ Assisted the State MDOT on signal turn on at Idaho & 7th Avenue EN and at 3rd Avenue EN. Tested the opticons at both locations. ■ Assisted the MDOT with the signal turns on Idaho Street. ■ Signed and barricaded for the Shriner's Parade. ■ Installed new speed limit sign on 3rd Avenue East north bound by Scotty's. ■ Provided 36 hours of support to MDOT for sign and signal repairs in NW Montana at the following locations: Main/Idaho, Idaho/Meridian, Idaho/7th Avenue EN, Idaho/3rd Avenue EN, Idaho Street, Hwy 93 N/Reserve Drive, Hwy 93 S/18th Street, Hwy 2 E/Nucleus Ave., Idaho/4th Avenue EN, and Hwy 2 East/Walmart. WASTEWATER TREATMENT DIVISION ■ 127 Work orders were completed during the month of May. ■ 383 Lab tests were performed during the month of May. ■ 20 Loads of sludge were hauled during May. ■ 103,242 pounds of bio-solids were pressed. ■ April 2000 Discharge Permit Report: No violations, total flow through the Plant through April was 62.6 million gallons; average daily flow was 2.1 million gallons.
