3. Memorandum of Understanding - Administration of GrantsMEMORANDUM OF UNDERSTANDING
Whereas, Flathead County is partnering with Glacier Affordable Housing
Foundation for the purpose of making applications to the State of Montana,
Department of Commerce for a Community Development Block Grant
(CDBG) and a Home Investment Partnership Program (HOME) Grant.
Whereas, the two grants would provide funds for a county -wide first-time
homebuyers program through down payment and closing cost assistance to
low -to -moderate income persons residing in Flathead County ; and
Whereas, the City of Kalispell, Community Development Department, has a
twenty-year, successful history of administering housing grants, including
administering a first-time homebuyers program; and
Whereas, the City of Kalispell, Community Development Department, has
partnered with Flathead County and Glacier Affordable Housing Foundation
to promote housing activities throughout Flathead County; and
Whereas, Flathead County and the Glacier Affordable Housing Foundation
are interested in retaining the City of Kalispell to administer both the CDBG
and HOME funds for the FY 2001 grant cycle; and
Whereas, the City of Kalispell, Community Development Department, is
desirous of continuing its long-term partnership with Flathead County and
Glacier Affordable Housing Foundation; and
Whereas, the City of Kalispell, Community Development Department, is
willing to provide all necessary administrative and management activities
associated with the CDBG and HOME grants;
Now, therefore, the parties hereto do mutually agree as follows:
1. Flathead County and Glacier Affordable Housing Foundation agree to
engage the City of Kalispell, and the City of Kalispell agrees to
provide for the administration and management of the CDBG and
HOME projects for FY 2001; and
2. Flathead County agrees to pay the City of Kalispell a sum not to
exceed the amount established in FY 2001 CDBG and HOME budgets
for the payment of administration and management activities.

MEMORANDUM OF UNDERSTANDING THIS DAY
