SUBJECT: Resolution to Submit CDBG and HOME Grant Applications for Second Avenue
West Redevelopment Project; and
Memorandum of Understanding to Administer County CDBG and HOME Grants
MEETING DATE: August 21, 2000
BACKGROUND: It is a requirement of the grant regulations that the municipality passes a formal
resolution authorizing the submission of an application. Because the City will be
submitting both a Community Development Block Grant (CDBG) Housing and
Neighborhood Revitalization grant application and a HOME Grant application on
for the Second Avenue West Redevelopment Project, one resolution can approve
both application processes.
The Community Development Department, in return for the appropriate
administrative fees, has offered to handle the CDBG and HOME grants, if
awarded, for Flathead County. This is the third time city staff will administer
housing type grants on behalf of Flathead County; but it is the first time that we
will require payment through administrative funding.
RECOMMENDATION: City Council approve the resolution before them this evening.
FISCAL IMPACT: The two grants for the Second Avenue West Redevelopment Project will bring
$932,000 to the project in acquisition and/or construction funding and up to
$82,000 in administrative fees that normally would be covered by UDAG
Program Income.
ALTERNATIVES: As suggested by Council.

RESOLUTION NO. 4580
A RESOLUTION AUTHORIZING SUBMISSION OF GRANT APPLICATIONS TO
THE MONTANA CDBG AND HOME PROGRAMS.
WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce
for a Community Development Block Grant (CDBG) in the amount of
$500,000 and a Montana Home Investment Partnership Program (HOME)
grant in the amounts of $400,000 and $32,000 in Home Administration funds
for the construction of a 40-unit senior apartment rental to be known as the
Second Avenue West Redevelopment Project, Phase I.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That the City of Kalispell agrees to conform to the
regulations,statutes, terms and conditions for Application.
SECTION II. That Chris A. Kukulski, City Manager, is authorized and directed to
submit this Application to the Montana Department of Commerce on
behalf of the City of Kalispell, and to provide such additional
information as may be required.
